A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA, NOTIFYING
RIVERSIDE COUNTY OF THE INTENTION OF THE CITY
OF PALM DESERT TO WITHDRAW FROM THE RIVERSIDE
CITY AND COUNTY PUBLIC LIBRARY SYSTEM.
WHEREAS, since incorporation in 1973, the City of Palm Desert
has been a participant in the 79 year old Riverside City and County
Public Library System. The Palm Desert library tax rate is
approximately 3% of the tax dollar. This generates almost $950,000
annually; and
WHEREAS, the City of Palm Desert is contributing a significant
percentage of the revenues used to operate 23 Riverside County
libraries outside the City of Riverside. Citizens of Palm Desert
are allowed to use Riverside County library facilities and the City
is served once a week by a bookmobile; and
WHEREAS, the City of Palm Desert has consulted with the county
librarian and the county administrative office and has concluded
that it is in the best interest of the community to withdraw from
the Riverside City and County Public Library System, and to
consider contracting back for services with the City of Palm Desert
or the County of Riverside; and
WHEREAS, California Education Code Section 19104 and
Government Code Section 54900 govern the procedure by which a city
participating in a county library system must follow in order to
withdraw from a county library system.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Palm Desert, California, as follows:
1. Pursuant to Education Code Section 19104, the City of
Palm Desert hereby adopts this Resolution expressing the
intention of the City of Palm Desert to withdraw from the
Riverside City and County Public Library System.
2. The City Manager is hereby directed to convey this
intention to the County of Riverside prior to January 1,
1997.

3 . Pursuant to Government Code Section 54900, the City
Council hereby directs the City Manager to notify the
County Assessor, Tax Collector and Auditor of the
adoption of this Resolution and to transmit a copy of the
city assessment roll prior to January 1, 1997.
4. The City Council hereby directs the City Manager to
solicit proposals from the County of Riverside and the
City of Riverside, or other appropriate agencies, for
library services effective July 1, 1997 or earlier.
