A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT OPPOSING REPEAL OF THE
VEHICLE LICENSE FEE AND THE FURTHER EROSION
OF LOCAL REVENUES BY THE STATE OF
CALI FORN IA.
WHEREAS, the Vehicle License Fee (VLF) provides the City of Palm Desert and
other local governments discretionary funding not earmarked for specific purposes; and
WHEREAS, the City of Palm Desert would lose over $1.2 million, impacting public
safety, recreation, park maintenance and other desired programs; and
WHEREAS, The County of Riverside would lose over $23.7 million, further
impacting our citizens; and
WHEREAS, while California voters have reserved VLF revenue for local
government most measures currently calling for the repeal of VLF do not provide for
dependable replacement from other funding sources; and
WHEREAS, measures repealing the VLF would increase the estimated 1998-99
California state budget surplus of $4 billion through increased personal income tax while
depleting local government funding; and
WHEREAS, since the early 1990s cities have lost a net $2.3 billion, counties a net
$5.9 billion, and special districts a net $1.5 billion, by actions of the State of California.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert that it opposes legislation calling for the repeal of the Vehicle License Fee and
requests the support of our assembly and senate legislative representatives.
