A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, RESCINDING RESOLUTION NO. 92-93 TO RESTRUCTURE THE SISTER
CITY COMMITTEE AS A SUBCOMMITTEE OF THE CIVIC ARTS COMMITTEE AND TO
ESTABLISH GOALS AND OBJECTIVES FOR SAID SUBCOMMITTEE
WHEREAS, on September 24, 1992, the City Council adopted Resolution No. 92-93 establishing a Sister City
Committee for the purpose of advising, monitoring, and assisting the City Council relative to the best methods for promoting
the exchange of culture, information, and international relations with our Sister Cities; and
WHEREAS, the focus of this Committee has been somewhat diminished due to change in its membership, the
change in priority of the governing bodies of our adopted Sister Cities, and a search for a more specific direction in this
activity; and
WHEREAS, the City Council, in its review of this program, has determined that the nucleus of such a committee
of Palm Desert residents has performed valuable services, has represented the City as outstanding ambassadors and hosts,
and has given valuable recommendations to the City Council and should be continued with more directly focused
responsibilities; and
WHEREAS, since one of the responsibilities of the Civic Arts Committee is to promote cultural activities and
educational outreach programs, including the responsibility of international goodwill, cultural exchange, and educational
•^ , activities, the Sister City Program would be a natural extension of its scope of responsibility.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, that a Sister
City Subcommittee of the Civic Arts Committee is hereby established, with membership and goals and objectives assigned
as set forth in Exhibit "A" attached hereto and made a part hereof.
PASSED, APPROVED, and ADOPTED by the City Council of the City of Palm Desert, California, at its Regular
Meeting held on the 9th day of December, 1999, by the following vote, to wit:

Name: Palm Desert Sister Cities Subcommittee of the Civic Arts Committee
Membership: The City Council will appoint a total of seven members to serve on this
Subcommittee. A maximum of three members shall be appointed from
within the Civic Arts Committee with the remaining membership being
representative of the community at large. Special emphasis will be placed on
soliciting members from local service clubs of international standing.
The Mayor shall appoint a designated representative to serve as City Council
liaison to the Subcommittee.
Terms: Members shall serve four-year terms at the pleasure of the City Council. All
of rules and regulations established by the City Council for membership on
Membership: Palm Desert. Committees and Commissions shall apply to membership on
this Subcommittee.
Meetings: Subcommittee members will work with staff to adopt a regularly scheduled
monthly meeting and time.
Officers: A Chair and Vice Chair shall be selected by the membership to serve annual
terms.
Record Written records of actions taken or recommendations made shall be kept by
Keeping: a staff representative assigned by the Department of Community Affairs.
Objectives: Advise, monitor, and assist the City Council of the City of Palm Desert as to
the best methods of promoting the exchange of culture, information, and
international relations with our Sister Cities.
Responsibilities: 1. Establish guidelines for the selection of new Sister City relationships.
2. Establish guidelines for the maintenance of relationships with
existing Sister Cities of the City of Palm Desert.
3. Foster Sister City exchange programs that promote greater cross-
cultural understanding including but not limited to art exchanges,
employee exchanges, agricultural exchanges, Chamber of Commerce
information exchanges, student exchanges, envirohnmental
information exchanges, etc.

4. Develop a comprehensive economic development assessment
program for each Palm Desert Sister City as it relates to increased
tourism and the enhancement of social and economic vitality of our
community.
5. Promote and maintain a positive image for the Sister Cities Program
through the media.
6. Make recommendations for an annual line item in the City of Palm
Desert's annual budget necessary to carry out the responsibilities of
maintaining a successful program.
7. Promote the voluntary travel of citizens to our Sister Cities and travel
of Sister City citizens to the City of Palm Desert.
8. Host and provide general assistance to the City Council during visits
by delegates from Palm Desert's Sister Cities.
9. Maintain an ongoing membership with Sister Cities International.
