A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM DESERT, CALIFORNIA, TRANSFERRING
1999 JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT FUNDS
TO THE RIVERSIDE COUNTY PROBATION DEPARTMENT
WHEREAS, the 1999 Federal Juvenile Accountability Incentive Block Grant
(JAIBG) was created to promote greater accountability of juveniles in the justice
system; and
WHEREAS, the Governor's Office of Criminal Justice Planning (OCJP) supports
this effort by providing available funds to Califomia state and local governments based
upon a jurisdiction's crime index and expenditures; and
WHEREAS, the City of Palm Desert was authorized $5190 in noncompetitive
grant funding under this program; and
WHEREAS, the noncompetitive grant applications under this program were
required to focus on at least two of 10 program purpose areas, none of which directly fit
with any existing juvenile accountability programming, thus making an application by
unfeasible at this time; and
WHEREAS, the JAIBG program allows a municipality to transfer its funding to
another entity which is making application for program funding which will be of benefit to
both; and
WHEREAS, the County of Riverside has developed a funding proposal which will
benefit the City of Palm Desert in dealing with juvenile crime, which will result in the
development of a countywide Juvenile Warrant Team; therefore enforcing all past and
current juvenile warrants and countywide juvenile drug testing program; and
WHEREAS, the OCJP grant application guidelines require the formation,
approval, and oversight of all grant proposals by a Juvenile Crime Enforcement
Coalition which is compromised of police, sheriff, prosecutors, state and local probation
officials, schools, businesses, and social service agencies; and
WHEREAS, such a coalition has been formed and has approved the Riverside
County Probation Plan.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, that the grant award in the amount of $5,190 from the Office of Criminal Justice
Planning is hereby declined for direct utilization by the City of Palm Desert.

BE IT FURTHER RESOLVED that the City of Palm Desert hereby authorizes the
transfer of its grant award in the amount of $5190 to the Riverside County Probation
Department for inclusion in its application to the Office of Criminal Justice Planning
Youth Accountability Block Grant.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Palm
Desert, this 9th day of March , 2000, by the following vote, to wit:
