A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM DESERT, CALIFORNIA,
ADOPTING THE PRINCIPLES AND SUPPORTING EARTH DAY 2000.
WHEREAS, the thirtieth anniversary of Earth Day will be celebrated worldwide
on April 22, 2000; and
WHEREAS, Earth Day serves as an inspiration and catalyst for change to bring
our global society in harmony with the natural world and each other; and
WHEREAS, Earth Day 2000 has the international theme of "Clean Energy Now";
and
WHEREAS, cities play a vital role in encouraging and promoting the efficient use
of energy by vehicles, appliances, homes, buildings and businesses, decreasing the
amount of waste sent to landfills, and increasing trees and greenspace; and
WHEREAS, the above actions lend to reductions in pollutants that produce
greenhouse gases and global warning; and
WHEREAS, the above actions also lead to saving money, creating jobs,
strengthening the local economy, and increasing the livability of our community; and
WHEREAS, the City of Palm Desert is a local government dedicated to
promoting progress towards sustainable communities through education, inspiration,
leadership, and empowerment, and to participating in Earth Day 2000 activities held
locally at the Living Desert Reserve.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, that we commit to:
1. Continue within the City of Palm Desert the promotion, regulation and use
of zero emission vehicles with over twenty-seven miles of roadways
designated for golf cart use.
2. The City of Palm Desert within the year 2000 will have retrofitted over
thirty traffic signals with energy efficient LED's and computer synchronized
activation to optimize traffic flow and thereby reducing vehicular
emissions.
3. In the Year 2000 the City of Palm Desert will have converted over sixty-
four percent of the City's fleet of vehicles to ultra low emission alternative
fuel vehicles.

4. Over ninety percent of the landscape medians in the City of Palm Desert
have been retrofitted with drip irrigated, water efficient drought tolerant
landscaping and in the Year 2000, additional drought tolerant landscaping
will be installed to increase the amount of median area to over ninety-five
percent.
5. Continue within the City of Palm Desert the diversion of organic waste to
authorize composting facilities, the use of a corresponding volume of
finished compost products, and the continuing education of City residents
and businesses on the benefits of organic waste recycling through
articles, seminars, and classes about recycling and composting.
6. Continue to establish, develop, improve, and maintain the Urban Forest
within the City of Palm Desert and the Coachella Valley through the
education and regulation of the landscape industry and related
professions on water efficient irrigation design and management,
environmentally compatible plant material selection, proper shrub and tree
care, and soil conservation and management.
PASSED, APPROVED, and ADOPTED at a regular meeting of the City Council
of the City of Palm Desert held on this 23rd day of March ,2000, by
the following vote, to wit:
