A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, FORMALLY ESTABLISHING THE LIBRARY
PROMOTION COMMITTEE.
WHEREAS, the Library Promotion Committee was previously established on
June 27, 1996; and
WHEREAS, the Library Promotion Committee concentrates its efforts on the
programs and policies of the Palm Desert Public Library; and
WHEREAS, the Library Promotion Committee members are drawn from the
public at large, reflecting the community's needs; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, as follows:
Section I — Library Promotion Committee Purpose
The purpose of the Library Promotion Committee is to recommend programs and
policies which will enhance the usefulness of the Public Library to the residents
of Palm Desert. While not limited to any one specific course of action, the
Committee will focus its attention on areas such as the following:
1. Work with the Library's administration in the organization of
programs that will help establish the Library as the information
center of the City and programs that will attract library uses of all
ages.
2. Monitor, evaluate, and recommend changes to ongoing programs
offered at the Library to enhance its usability and effectiveness in
the community.
3. Make recommendations to assist in the promotion of special events
and programs being held at the Library.
4. Make recommendations relative to the use of volunteers at the
Library.
5. Make recommendations to the City Council as to how the City of
Palm Desert can best assist the Library in its operations.
6. Work with Friends of the Library in the presentation of programs
and fundraising events when appropriate.

Section II — Membership
Seven (7) members appointed by the City Council. Membership should be
comprised of people recognized as patrons of the Library, individuals with a
background in library administration, or people who have a keen interest in
assisting in the organizing and promoting of a successful program for the City's
Public Library.
Members of the Committee, or any other group or individual may recommend
nominations for membership. The Mayor shall appoint a City Council liaison, and
the Deputy City Clerk shall serve as staff liaison, both to serve as ex-officio
members.
Section III — Membership Terms
General Members shall serve four (4) year terms at the pleasure of the City
Council. Each member shall be eligible for reappointment at the discretion of the
City Council, recognizing, however, that it is the City's goal to allow as many
qualified and willing individuals as possible an opportunity to serve their
community.
Three unexcused absences shall constitute automatic resignation, pursuant to
Ordinance No. 899.
Section IV — Meetings
Regular meetings of the Committee shall be conducted on the second
Wednesday of every month at 3:00 p.m.
Section V — Officers
A Chairperson and Vice Chairperson shall be selected by the membership to
serve one-year terms. Such annual review and appointment is to promote equal
opportunity for the membership to serve in a leadership role.
Section VI — Record Keeping
A staff member appointed by the Director of Community Affairs to serve as the
Committee's secretary shall keep written records of actions taken or
recommendations made.

Section VII - Conflict of Interest
Committee Members are hereby included in the Appendix to the City of Palm
Desert Conflict of Interest Code as a designated position with corresponding
disclosure requirements.
PASSED, APPROVED, and ADOPTED by the City Council of the City of Palm
Desert, California, at its regular meeting of iithof January 2001, by the
following vote, to wit:
