HomeMy WebLinkAboutCC RES 03-061RESOLUTION NO. 03-61 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, AUTHORIZING APPLICATION FOR FUNDS FOR THE FOURTH CYCLE OF THE CALTRANS SAFE ROUTES TO SCHOOL PROGRAM, FOR A SIDEWALK ON PORTOLA AVENUE ACROSS THE WHITEWATER CHANNEL WHEREAS, in 1999 the State of California enacted into Iaw Assembly Bill (AB) 1475 that calls for Caltrans to establish and administer a "Safe Routes to School" construction program and, to use federal transportation funds for construction of bicycle, pedestrian safety, and traffic calming projects; and WHEREAS, AB 1475 mandates that Caltrans shall make grants available to local governmental agencies under the program based on the results of a statewide competition; and WHEREAS, the funds available under this program are federal transportation safety funds, the use of which must abide by Federal Highway Administration policies, and Title 23, United States Code; and WHEREAS, the funds are available to local governments that provide a requisite local funding share for specific eligible activities as defined by the AB 1475 legislation and Caltrans; and WHEREAS, the funds available under this program must abide by Article 4, Section 894.7 to Chapter 8 of Division 1 of the Streets and Highway Code; and WHEREAS, City staff has coordinated with staff of Desert Sands Unified School District, and the Riverside County Sheriff' s Department to identify a high priority project that would be eligible for funding under the AB 1475 program; and NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert that; Section 1. City staff is authorized to nominate or support the application to Caltrans for funding under the AB 1475 program for a sidewalk on the east side of Portola Avenue from Quicksilver Drive to Magnesia Falls Drive, immediately north of Lincoln Elementary School and Palm Desert Middle School. Page 1 of 2 RESOLUTION NO.03-61 Section 2. Michael J. Errante, as the Acting Director of Public Works/City Engineer, is authorized, as the official representative of the City of Palm Desert to act in connection with the nomination and to provide such additional information as may be required. Section 3. The City staff is authorized to propose a local match of $100,000 in funds or in -kind services by the City of Palm Desert.
