A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA, APPROVING
PARTICIPATION IN COACHELLA VALLEY
ASSOCIATION OF GOVERNMENT (CVAG) HOUSING
FIRST HOMELESSNESS PROGRAM
WHEREAS, In July 2017, Roy's Desert Resource Center (Roy's) closed its
doors; and
WHEREAS, Roy's was the only homeless shelter to operate in the west end of
the Coachella Valley; and
WHEREAS, the closure of Roy's has left a void in the west end for a homeless
shelter and services as well as within the Coachella Valley; and
WHEREAS, CVAG and the Homelessness Committee are tasked with
addressing the on -going concerns of homelessness within the Coachella Valley and
finding alternative shelter/housing for homeless individuals; and
WHEREAS, CVAG has recently entered into an agreement with Path of Life
Ministries to operate the new Housing First Homelessness Program, which is the new
model to address housing for homeless persons; and
WHEREAS, the City of Palm Desert has always been an active partner with
CVAG and other local cities in addressing homelessness within our communities,
including the annual contribution in the amount of $103,000; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
SECTION 1: That the City Council of the City of Palm Desert, California, does
hereby approve participation in the new Housing First Homelessness Program through
CVAG.
SECTION 2: Authorizes the expenditure of $103,000 for the City's 2017/2018
participation in the Housing First Homelessness Program.
SECTION 3: The City Council will consider future year's participation through the
budget process.

PASSED, APPROVED, AND ADOPTED this 12th day of October, 2017, by the
City Council of the City of Palm Desert, California, by the following vote, to wit:
