HomeMy WebLinkAboutCC RES 2019-89RESOLUTION NO. 2019-89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT APPROVING HISTORIC DISTRICT DESIGNATION FOR KINGS POINT AT PALM DESERT (SHADOW COVE) LOCATED ON CACTUS COURT AND MESQUITE COURT, AS A LOCAL HISTORIC DISTRICT CASE NO. CRPC 19-01 WHEREAS, on October 29, 2019, the Cultural Resource Preservation Committee conducted a public hearing to consider initiation of Historic District Designation for Kings Point at Palm Desert (Shadow Cove) located on Cactus Court and Mesquite Court, Assessor's Parcel No's. 628-270-002, 628-270-003, 628-270-004, 628-270-005, 628- 270-006, 628-270-007, 628-270-008, 628-270-009, 628-270-010, 628-270-011, 628-270- 012, 628-270-013, 628-270-014, 628-270-015, 628-270-016, 628-270-017, 628-270-018, 628-270-019, 628-270-020, 628-270-021, 628-270-022, 628-270-023, 628-270-024, 628- 270-025, 628-270-026, 628-270-027, 628-270-028, 628-270-029, 628-270-030, 628-270- 031, 628-270-032, 628-270-033, 628-270-034, 628-270-035, 628-270-036, as a historic district pursuant to Section 29.50 of the Palm Desert Municipal Code; and WHEREAS, the Cultural Resources Preservation Committee has considered all of the evidence submitted into the administrative record which includes, but not limited to: 1. Agenda reports were prepared by the Department of Building and Safety. 2. Staff presentation at a workshop held on September 24, 2019 before the Cultural Resources Preservation Committee. 3. Staff presentation at a meeting and subsequent public hearing held on October 29, 2019 before the Cultural Resources Preservation Committee. 4. The City of Palm Desert, Cultural Resources Ordinance No. 1168, and all other applicable regulations and codes. 5. Public comments, both written and oral, received and/or submitted at or prior to the meeting, supporting and/or opposing the applicant's request. 6. Testimony and/or comments from the applicant and its representatives submitted to the City in both written and oral form at or prior to the meeting. 7. All related documents received and/or submitted at or prior to the meeting. WHEREAS, based on the forgoing evidence, the Cultural Resources Preservation Committee finds that: 1. A request for Historic District Designation for the Kings Point at Palm Desert (Shadow Cove) was made on July 2, 2019, to designate the Kings Point at Palm Desert (Shadow Cove) as an historic district. 2. Notice of the October 29, 2019, Cultural Resources Preservation Committee meeting was posted in the Desert Sun and at City Hall. 3. Notice of the October 29, 2019 Cultural Resources Preservation Committee was provided to the affected property owner as shown on the latest Riverside County assessment role. Owner was notified by first class mail. 4. Notice of the Cultural Resources Preservation Committee meeting included the notice requirements set forth in California Environmental Quality Act (CEQA). Resolution No. 2019-89 Page 2 of 3 WHEREAS, based on the Cultural Resources Ordinance 1168, the Cultural Resources Preservation Committee concludes the following: 1. Palm Deserts' character and history are reflected in its cultural, historical, and architectural heritage, and 2. Palm Deserts' historical foundations should be preserved as living parts of the community life and development in order to foster an understanding of the City's past so that future generations may have a genuine opportunity to appreciate, enjoy, and understand Palm Deserts' heritage, and 3. The Cultural Resources Preservation Committee has reviewed this site and determined it to be historically significant and could contribute to the economic and cultural revival of the City. WHEREAS, in view of all the evidence and based on the forgoing designation criterion, the Cultural Resources Preservation Committee concludes as follows: Kings Point was designed in the mid-century modern style by Hugh Michael Kaptur in 1974 and built by Kings Point Development, Robert Grundt and David Green over two - years from 1974 to 1976. Kings Point at Palm Desert is the only multi -family complex designed by Kaptur and built by Grundt and Greene in the City of Palm Desert. It is also the largest example of his work in the City. The thirty-six, one story, two and three -bedroom condominiums, are in a six-plex format of reflected floorplans. Each cul-de-sac comprises three six-plex units. Both the design and construction of the units ensured the properties followed the natural lay of the land. It was important to Kaptur and the developers to ensure uninterrupted sightlines, therefore all services were installed underground. Hugh Michael Kaptur, AIA is known as one of the most creative and innovative architects of the Palm Springs School. His designs of the William Holden and Steve McQueen homes are two of hundreds of projects he has completed over the years. He is deemed to be the last living mid-century modern architect in the western United States. In 2014, Hugh Kaptur was honored with a "Golden Palm Star" on the famed, Palm Springs Walk of Stars in downtown Palm Springs. Palm Desert, along with neighboring Palm Springs and Rancho Mirage, are together internationally -known as a center of important midcentury architecture. The buildings and site that constitute Kings Point at Palm Desert (Shadow Cove) represent an excellent intact example of American Modernist architecture. This midcentury architecture may therefore be viewed as an important component of the historic trend that has come to define the Coachella Valley and one that exemplifies a particular period of the nation, state, or local history. Resolution No. 2019-89 Page3of3 The Kings Point at Palm Desert (Shadow Cove), meets the following designation criterion as contained in the City's Cultural Resources Ordinance, and is hereby worthy of preservation and designation as a Local Historic District. B. Is identified with persons or events significant in history; or C. Embodies distinctive characteristics of a style, type, period, or method of construction, or is a valuable example of the use of indigenous materials or craftsmanship; or D. Represents the work of master builders, designers, or architects; or; E. Reflects distinctive examples of community planning or significant development patterns, including those associated with different eras of settlement and growth, agricultural, or transportation. NOW THEREFORE, BE IT RESOLVED THE CITY COUNCIL OF THE CITY OF PALM DESERT DOES HEREBY DESIGNATE KINGS POINT AT PALM DESERT (SHADOW COVE), LOCATED ON CACTUS COURT AND MESQUITE COURT, AS A LOCAL HISTORIC DISTRICT PASSED, APPROVED, AND ADOPTED by the City Council of the City of Palm Desert, California at its regular meeting held this 12th day ofDecembec 2019, by the following vote, to wit: AYES: HARNIK, JONATHAN, KELLY, WEBER, and NESTANDE NOES: NONE ABSENT: NONE ABSTAIN: NONE 0 GINA NESTANDE, MAYOR ATTEST: Atelior A •••-t.Plig .111••1 RA 'y ELLE D.
