A RESOLUTION OF THE PALM DESERT FINANCING AUTHORITY
MAKING CERTAIN DESIGNATIONS IN CONNECTION .WITH A
PROPOSED ASSESSMENT DISTRICT FINANCING
THE PALM DESERT FINANCING AUTHORITY HEREBY FINDS,
DETERMINES, RESOLVES AND ORDERS AS FOLLOWS:
Section 1. The City Council of the City of Palm Desert desires to undertake
proceedings pursuant to the Municipal Improvement Act of 1913 (Division 12 of the Streets and
Highways Code, commencing with Section 10000) to form an assessment district and levy
assessments to pay for certain public capital facilities and desires to undertake changed
proceedings pursuant to that Act to an existing assessment district in the City.
Section 2. In connection with both such assessment district proceedings, the
Palm Desert Financing Authority intends to issue its bonds pursuant to the Marks-Roos Local
Bond Pooling Act of 1985 to assist the City of Palm Desert in financing the public capital
facilities benefitting the assessment districts. In that regard, the Authority hereby appoints and
designates Kinsell, O'Neal, Newcomb & DeDios, Inc., and Redwood Securities Group, Inc., as
undenvriters of such bonds; Richards, Watson & Gershon, A Professional Corporation, as bond
counsel; and MuniSoft as financial advisor.
Section 3. The Chief Administrative Officer and the Deputy Secretary, or either
of them, may retain the services of an appraiser in connection with the issuance of the bonds.
