A RESOLUTION OF THE PALM DESERT REDEVELOPMENT
AGENCY APPROVING PAYMENT BY THE AGENCY OF
ALL OR PART OF THE COST OF CERTAIN PUBLIC
IMPROVEMENTS.
THE PALM DESERT REDEVELOPMENT AGENCY HEREBY FINDS,
DETERMINES, RESOLVES AND ORDERS AS FOLLOWS:
Section 1: The Palm Desert REdevelopment Agency proposes
to pay for all or part of the cost of the installation and construction
of certain public improvements, namely (i) the installation and
construction of curbs and gutters and the installation of median landscaping
along State Highway 111, (ii) the installation and construction of
Alessandro Drive, and (iii) the installation and construction of a
headquarters fire station. All such improvements will be installed
within the original boundaries of Project Area No. 1 of the Agency.
Section 2: The construction of curbs and gutters along State
Highway 111 will improve street drainage and thereby improve traffic circulation
in the Project Area. The median landscaping improvements will improve the
image and overall appearance of the Project Area. The construction of
Alessandro Drive will provide an important east -west collector street between
the major north -south thoroughfares of San Pablo Avenue and Monterey Avenue,
thereby improving traffic circulation in the Project Area. The construction
of the headquarters fire station adjacent to the Palm Desert Town Center will
provide needed additional fire protection to and will reduce response time
within the Project Area. The strategic location of such headquarters fire station
may also serve to reduce fire insurance premium rates within the Project Area.
Based upon the information set forth above, the Agency hereby finds and
determines that the installation and construction of the above -described
public improvements are of benefit to such Project Area and to the immediate
neighborhood in which such Project Area is located.
Section 3: Following the approval by the voters of Article
XIIIA of the California Constitution (the so-called "Jarvis -Gann Initiative"
or "Proposition 13"), traditional methods of financing the subject public
improvements, such as general obligation bonds are not available to the City,
and such improvements are not contained within the budget of the City.
Based upon the information set forth above, the Agency hereby finds and
determines that other than payment by the Agency no other reasonable means
of financing the cost of such installation and construction is available to

the City.
Section 4: The Agency hereby approves payment by the Agency for
all or part of the value of the land for and the cost of installation and
construction of the public improvements set forth above and all buildings,
facilities, structures or other improvements incidental thereto.
PASSED, APPROVED and ADOPTED this 16th day of December, 1982, by
the following vote, to wit:
