RESOLUTION OF THE PALM DESERT REDEVELOPMENT
AGENCY APPROVING THE PARTICIPATION BY THE
AGENCY IN THE COST FOR THE INSTALLATION
AND CONSTRUCTION OF CERTAIN PUBLIC FACILITIES
THE PALM DESERT REDEVELOPMENT AGENCY HEREBY
FINDS, DETERMINES, RESOLVES AND ORDERS AS FOLLOWS:
Section 1. The Coachella Valley Community
College District's College of the Desert proposes to add
to its curriculum certain classes and educational credits
for golf and related recreational activities. In that
regard, the College of the Desert proposes to develop a
fifteen -acre faciity within Project Area No. 1, As
Amended, of the Palm Desert Redevelopment Agency, at the
northwest corner of San Pablo Avenue and Fred Waring
Drive. Such facility will include a driving range, putting
green and teaching facilities. Such facility will also
provide a continuing laboratory and experimental teaching
facility for the Agricultural School and Department of
Agronomy of the College of the Desert. Such facility will
also be open to the public and will provide additional
park and recreational facilities available to the
residents and taxpayers of and visitors to the City of
Palm Desert. The College of the Desert has received, and
is depending upon, donations of money, labor and materials
from various public and private sources to install and
construct the subject facility.
Section 2. The installation and construction of
the facility described in Section 1, above, will improve
the curriculum of the Coachella Valley Community College
District's College of the Desert, and will also provide
additional public park and recreational facilities for the
benefit of the health, safety and welfare of the residents
and taxpayers of and visitors to the City.
Section 3. The cost of the installation and
construction of the facility described in Section 1,
above, is not within the budget of the Coachella Valley
Community College District or the City of Palm Desert.
The College of the Desert has received, and is depending
upon, donations of money, labor and materials from various
sources to install and construct the subject facility.
Following the addition of Article XIIIA to the California
Constitution (the so-called "Jarvis -Gann Initiative"),
neither the Community College District nor the City is
able to finance public works capital improvements with
general obligation bonds, and, given the budget
constraints of both the Community College District and the
City, other methods of financing the subject facility are
not feasible at this time.
Section 4. Based upon the foregoing, and upon
other information presented to the City Council, the City
Council hereby finds and determines (i) that the facility
described in Section 1, above, is of benefit to Project
Area No. 1, as Amended, of the Palm Desert Redevelopment
Agency, and (ii) tha_t.no other reasonable means of
financing such facility is available to the Community
College District or the City.
Section 5. The Agency hereby approves a loan by
the Agency for part of the cost of the installation and
construction of such facility, pursuant to the Public
Facilities Agreement presented to the Agency and now on
file in the office of the Secretary. The Chairman is
hereby authorized and directed to execute such Agreement
for and on behalf of the Agency.
