HomeMy WebLinkAboutRDA RES 229RESOLUTION NO. 229 A RE50LUTION OF THE PALM DESERT REDEVELOPMENT _ AGENCY APPROYING PAYMENT BY THE AGENCY FOR ALL OR PART OF THE YALUE OF THE LAND FOR AND THE COST OF 7HE INSTALLATION AND CONSTRUCTION OF A PROPOSEO RECREATION FACILITY THE PALM DESERT REDEVELOPMENT AGENCY HEREBY FINDS. DETERMINES, RESOLVES AND ORQERS AS FOLLOWS: Section 1. 7he City of Palm Desert has experienced unprecedented growth during the last several years. While the population of the City has grown from 11,801 in 1980 to an estimated 17,111 persons in 1987, the growth of commercial development, employment opportunities, tourism and the "second home" market has been even more significant. Much of this growth has occurred in Pro,ject Area No. 1 of the Agency. This growth has been accompanied by a corresponding increase in the need for averali recreational facilities. The growth of the City and the Project Area have given rise to the need for recreation services which is based locally. 5uch a local base will significantly improve services to the citizens of the City. The proposed location of the Recreation Facility is the general vicinity of City Hall (which is also located within the Project Area). A location for the Recreation Facility adjacent to City Hall will also facilitate a more efficient operation of intergovernmental services. The YMCA is currently a charitable organization for federal income tax purposes as defined by the Internal Revenue Code (under Section 501 (c)(3l. The premises shall be used solely as a nonprofit institution and available to the general public without discrimination as to race, gender, religious affiliation. political affiliation or physical handicap. The YMCA conduct its usual and customary programs including Athietic Programs, Recreation Programs, Youth and amily Programs. The YMCA's programs are basically defined under the Public Safety, Educational, and Charitable definitions of the I.R.S. The programs assist all who cannot afford the fees by providing a sliding fee structure for those who cannot afford the fees to participate. The underlying theme for all programs is: 1. To develop and maintain responsibie leadership, appropriate programs and adequate facilities whtch p ovide the opportunity for all who wish to participate in the YMCA. RESOLUTION N0. 229 2. To help individuals to achieve sound physical, mental and spiritual health. 3. To help improve the quality of family life and strengthen the family structure. 4. To i mprove the qua 1 i ty and understandi ng of individual and group interracial and intercultural relationships. 5. To help individuals constructively participate as good citizens. Section 2. Based upon the facts and information set forth in Section 1, above, and based upon other facts and information which have been presented to the Agency, the Agency hereby finds and determines (i) that the proposed Recreation Facility is of benefit to Project Area No. 1 of the Agency and to the immediate neighborhood in which the Project Area is located, and (ii) that no other reasonable means of financing such Recreation Facility is availabie to the City of Palm Desert or the County of Riverside. Section 3. The Agency hereby approves payment by the Agency for all or part of the value of the land for and the cost of the installation and construction of the proposed Recreation Facility.
