A RESOLUTION OF THE PALM DESERT REDEVELOPMENT
AGENCY APPROVING ITS REPORT TO THE CITY
_ COUNCIL CONCERNING PROPOSED N0. 7 TO THE
REDEVELOPMENT PLAN, AS AMENDEO. FOR PROJECT
AREA N0. 1, AS AMENDED, AND TRANSMITTING SUCH
REPORT AND ANENDMENT TO THE CITY COUNCIL OF
THE CITY OF PALM DESERT
RECITALS:
A. The Palm Desert Redevelopment Agency has prepared
proposed Amendment No. 7 to the Redevelopment Plan, As Amended,
for Project Area No. 1, As Amended, attached hereto and on file
in the office of the City Clerk.
B. In connection with proposed Amendment No. 7. the
Staff of the Agency has prepared its report to the City Council
of the City of Palm Desert, which consists of the reports and
information required by Health and Safety Code Section 33352 (to
the extent warranted by proposed Amendment No. 7 in accordance
with Health and Safety Code Section 33457.1), attached hereto and
on file in the office of the City Clerk (the "Report").
NOW THEREFORE, THE PALM DESERT REDEVELOPMENT AGENCY
HEREBY FINDS, DETERMINES, RESOLVES AND ORDERS AS FOLLOWS:
Section 1. The Agency approves and adopts the Report.
to the City Council.
Section 2. The Secretary of the Agency is hereby
authorized and directed to transmit the Report to the City
Council and proposed Amendment No. 7 to the City Council of the
City of Palm Desert.

This Report to the City Council of the City of Palm
Desert on proposed Amendment No. 7 to the Redevelopment Plan, As
Amended, for Project Area No. 1, As Amended, ("the "Project
Area") has been prepared pursuant to the Community Redevelopment —
Law (Health and Safety Code Section 33000, g� sea.), and in
particular, Sections 33457.1 and 33352 thereof. Under the
provisions of Section 33457.1, a Report by the Aqency to the City
Council is to accompany Amendment No. 7. The Report is to
contain the various elements of the report required by Sec-
tion 33352, but only to the extent warranted by proposed
Amendment No. 7. Hecause proposed Amendment No. 7 involves only
a change in land use desiqnation for the Project Area to bring
such desiqnation into conformance with the General Plan and
Zoninq Ordinance of the City, Statf has not included certain
elements of the report required by Section 33352 which would be
applicable in the case of an amendment to add or delete terri-
tory, to add significant new capital projects, etc.
This Report does not contain the information required
by subdivision (a) of Section 33352 because the reasons for
selection of the Project Area remain the same and are not
affected by proposed Amendment No. 7, no specific projects are
proposed by the Agency in connection with proposed Amendment
No. 7, and the Aqency will not be installinq public improvements
in connection with Amendment No. 7.
This Report does not contain the information required
by subdivision (c) of Section 33352 becausa the proposed method —
of financing the redevelopment oi the Project Area has not
chanqed and will not be affected by proposed Amendment No. 7.
This Report does not contain the information required
by subdivision (e) of Section 33352 because the analysis of the
Preliminary Plan remains the same and is not affected by proposed
Amendment No. 7.
This Report does not contain the information required
by subdivisions (j), (kj and (m) of Section 33352 because the
reports of the county tiscal officer and tha fiscal review
committee do not pertain to an amendment involving only a change
in land use designation.
Although many of the remaininq subdivisions of Section
33352 require information which also is perhaps not warranted by
proposed Amendment No. 7, this Report has nonetheless assembled
such information.
Proposed Amendment No. 7 qenerally provides that if any
land use or proposed land use within the Project Area conforms to
the General Plan or Zoninq Ordinance of the City of Palm Desert,

as amended from time to time, then such land use or proposed land
use shall be deemed to comply with any and all land use restric-
tions contained in the Redevelopment Plan, As Amended, and any
prior amendment thereof, notwithstandinq any provision, map,
figure or diagram contained therein or any prior amendment
thereof to the contrary.

The boundaries of the Project Area are shown on
the diaqram attached hereto as Appendix A.
2. I,�nd Use
The diagram attached hereto as Appendix B shows
the land uses set forth in the current Redevelopment Plan, As
Amended, for the Project Area. Amendmant No. 5 to the Redevelop-
ment Plan, As Amended, approved and adopted by the City Council
of the City of Palm Desert on December 7, 1989 by its Ordinance
No. 589, provides that ii any land use or proposed land use
within a certain portion of the Project Area conforms to the
General Plan or Zoninq Ordinance of the City, then such land use
or proposed land use shall be deemed to comply with any and all
land use restrictions contained in the Redevelopment Plan, As
Amended. With respect to that portion oi the Project Area
affected by Amendment No. 5 to the Redevelopment Plan, the Zoning
Ordinance of the City of Palm Desert was amended to chanqe the
zoninq desiqnation oi such portion to Core Commercial, Regional
Commercial and Otiica Professional.

recreational developments. The residential stock oi the City is
mixed, with multi-family areas located next to sinqle-family
residential areas. There is a decreasinq amount of traditional
single-iamily homes and subdivisions and an increasinq orienta-
tion toward planned residential development with the condominium
form of ownership. Golf course-oriented planned unit develop- _._
ments are located throughout the Added Territory.

The following table represents the 1989 Palm
Desert Housing Mix statistics compiled by the California
Department of Finance:

While 23 percent of the housing stock is comprised
of multi-family housinq units, renters comprise 32 percent of
total households.
Most of the housinq in the City has been
constructed since 1960. Generally homss in even the oldest
neiqhborhoods are less than 25 years old. As a result, surveys
by the City's Department ot Buildinq and Sataty indicate that few
dwellings could be classifisd as substandard. This does not mean —
that a potential problem does not axist. Many older homes are
at a state where significant rehabilitation will be required to
prevent decline to a substandard condition. The Palma villaqe
Area, a residential area in the Project Area, is characterized by
the existence oi residential and other structures which are
characterized by defective desiqn and physical construction, as
well as aqe, obsolescence, deterioration and dilapidation,
thereby endangering the public health, safety and welfare. The
Palma Villaqe Area, which contains approximately 2,200 parcels,
was the iirst major subdivision in the City and contains the
oldest public intrastructure and private housinq stock. In a
survey conducted by the City's Code Enforcement Division, the
Area's overall condition and level of maintenance was siqnifi-
cantly b�low tha City-wide averaqe. Portions of the Palma
Villaqe Area are characterized by a predominance oi vacant lots
and poorly maintained, deterioratinq properties. Vacant lots are
often used for illegal dumping.

The followinq discussion of population charac-
teristics is based upcn a review of City-wide census data from
1987; the 1990 census process has not been accomplished.
�� The two most populous aqe cateqories identified in
the 1987 census were 65+ (2,554 - 15.7 percent) and 30-44
(3,065 - 18 percent). This compares with 1,362 - 8.5 percent for
the 45-54 aqe category. Median aqe was 31. The dominance of
younq adults and seniors is responsible for a larqe number of
small, often childless, households. Ona and two person house-
holds account tor 72 percent of the City total. 65 percent of
married couples have no children. Only 824 households (7 per-
cent) have more than three members. These younq and old house-
holds qenerally represent the demoqraphic qroups with the lowest
incomes. The 45-54 age qroup, usually associated with the
highest income producinq period, comprises the smallest segment
of the community.

Median household income in 1987 was $23,347
(compared to $27,319 for the San Bernardino/Riverside County

The economy of the City is service-oriented, based
primarily on tourism, second homes, vacationing and retirement.
Total employment is projected to be 13,000. According to the
California Department oi Finance, service and sales jobs
accounted for 68 percent of the jobs ot City residents. Zt is
anticipated that with the openinq ot a majcr regional retail mall
and qrowth in the hotel and restaurant industry, the retail/
service sector will become even more dominant in the future.

The implementation of proposed Amendment No. 7 should
not result in the destruction or removal of dwellinq units
housing persons and families of low or moderate income or the
displacement of persons or families of low or moderate income.
If relocation ever is necessary, tha Aqency will employ
an experienced relocation consultant or provide adequate relo-
cation traininq for existinq staff personnel. The Aqency will
provide relocation payments to displaced parsons in th� manner
and to the extent provided by law. Zn any avent, if relocation
of persons or tamilies is necessary, no parsons or families of
low or moderate income shall be displacad unless or until there
is a suitable housinq unit available and ready tor occupancy by
such displaced person or family at rents comparable to those at
the time of displacement. Such housinq units shall be suitable
to the needs of such displaced persons or families, and shall be
decent, safe, sanitary and otherwise standard dwellinqs. The
Aqency shall not displace such person or tamily until such
housing units are available and ready for occupancy.
IV. REPORT AND RECOI�iENDATIONS OF THE PLANNING COA4IZSSION
Resolution No. of the Planninq Commission of the
City of Palm Desert approvinq proposed Amendmant No. 7 to the
Redevelopment Plan, As Amended, for the Project Area and makinq
the report required by Government Code Saction 65402 that pro-
posed Amendment No. 7 is in confonaance�with the General Plan of
the City, is attached hereto as Appendix C.
V. SUrIIKARY OF THE INFORMATION PRESENTED TO THE PROJECT AREA
COMMITTEE
The Project Area Committee has been provided with
proposed Amendment No. 7 to the Redevelopment Plan, As Amended,
for the Project Area. The Project Area Committee mat on
September 24, 1990, and adopted its Resolution No. PAC-3
approving proposed Amendment No. 7. All information reqardinq
proposed Amendment No. 7, the minutes ot ths Project Area
Committae moatinq and a copy of such Resolution are attached
hereto as Appendix D.
VI. REPORT REQUIRED BY PUBLIC RESOURCES CODE SECTION 21151
The Initial Study prepared in connection with proposed
Amendment No. 7 revealed that because proposed Amendment No. 7
does not result in the construction of any new iacilities or the
establishment of any new programs, the project will not have a

significant adverse impact on the environment and a Negative
Declaration was prepared. The Neqative Declaration prepared in
connection with proposed Amendment No. 7 was completed pursuant
to the provisions of the California Environmental Quality Act
and State and local quidelines with respact thsreto. The Nega-
tive Declaration (toqether with the Initial Study) is attached
hereto as Appendix E.

east of Highway 74. Mr. Snyder exclained that tt wes contfnued
to the Seetember 27th Ctty Councii meett�g. Mr. 8aker stated
that he Feit the City might receive a lot more su�port of the
croject then it feels 1t mfght get.
Mr. Baum stated that during his travel he ha� hea�d that the Ctty
of Peim Oe�ert is ahead of other ctties in Californta. Meny
citfes now are expertencing probleme that the C1ty of Palm De�ert
has overcome tn the vast. The City of Paim Desert is dotng very
well. Mr. Snyder agreed.
Mr. Baum inquired ebout the proJect slgn for the De�ert Potnte
Apertments loceted on Monterey and Fred Marinfl. Ray Jene�
expialned that a sign wes placed on the slte about one month ago
