A RSSOLUTION OF THE PALM DLSLRT REDEVSLOPMENT
AGSNCY ADOPTING AN II PL$NENTATION PLAN FOR
PROJ$CT AREA NO. 1, PROJ$CT ARSA NO. 2,
PROJECT AREA NO. 3 AND PROJSCT AR$A NO. 4 OF
TFIE PALM DSSSRT REDTVSLOPMENT AGSNCY
THE PALM DESERT REDEVELOPMENT AGENCY HEREBY FINDS,
DETERMINES, RESOLVES AND ORDERS AS FOLLOWS:
Section 1. On July 16, 1975, the City Council of the
City of Palm Desert (the "City Council"1, pursuant to Ordinance No.
80 of the City, approved and adopted the Redevelopment Plan for
Project Area No. 1 of the Palm Desert Redevelopment Agency (the
"Agency"), and has amended such Redevelopment Plan from time to
time. The City Council approved and adopted the Redevelopment Plan
for Project Area No. 2 of the Agency by the City's Ordinance No.
509, adopted on July 15, 1987. The. City Council approved and
adopted the Redevelopment Plan for Project Area No. 3 of the Agency
by the City's Ordinance No. 652, adopted on July 17, 1991. The
City Council approved and adopted the Redevelopment Plan for
Project Area No. 4 of the Agency by the City's ordinance No. 724,
adopted on July-19, 1993..
Section 2. Health and Safety Code Section 33490 requires
that each redevelopment aqency. that has adopted a redevelopment
plan prior to December 31, 1993, adopt, after a public hearing, an
implementation plan on or before December 31, 1994 containing the
specific goals and objectives of.the agency for the project area,
the specific programs (including-potential projects), and estimated
expenditures proposed to be made during the next five years, and an
explanation of._ how the -goals and objectives, programs and
expenditures will eliminate blight within the project area and
implement the low and moderate income housing requirements of the
Community Redevelopment Law_jHealth and Safety Code Section 33000,
et seg.).
Section 3. The Agency has prepared an implementation
plan (the "Implementation Plan") far Project Area No. 1, Project
Area No. 2, Project Area No. 3 and Project Area No. 4 of the Agency
tcollectively, the "Project Areas") in accordance with the
requirements of Health and Safety Code Section 33490.
Section 4. On December 8, 1994, the Agency held a duly
noticed public hearing on the proposed adoption of the
Implementation Plan at which time all persons desiring to comment

on or ask questions concerning the Implementation Plan were given
the opportunity to do so. Prior to the public hearing on the
Implementation Plan, a draft of the Implementation Plan was
available for public inspection in the office of the City Clerk.
Section 5. The Agency has reviewed and considered all
written and oral comments, questions and concerns regarding the
Implementation Plan received prior to and at the public hearing on
the Implementation Plan.
Section 6. The Agency hereby adopts the Implementation
Plan presented to the Agency at this meeting and on file in the
office of the City Clerk and incorporated herein by reference as
the implementation plan for the Project Areas pursuant to the
requirements of Health and Safety Code Section 33490.
Section 7. The Implementation Plan may be amended from
time to time after a public hearing on the proposed amendment.
Section 8. Adoption of the Implementation Plan does not
constitute an approval of any specific program, project or
expenditure and does not constitute a project within the meaning of
Section 21000 of the Public Resources Code.
Section 9. The Agency hereby directs that the
Implementation Plan remain on file in the office of the City Clerk
and be open to public inspection.
