HomeMy WebLinkAboutRDA RES 310RESOLUTION NO. 310 A RESOLUTION OF THE PALM DESERT REDEVELOPMENT AGENCY DECLARfNG THAT THERE IS A NEED FOR A HOUSING ADVISORY COMMITTEE AND APPROVING BYLAWS Whereas, pursuant to Section 33334.2 (a) of the Califomia Health and Safety Code, the Redevelopment Agency sets aside 20% of its Tax Increment for the purpose of increasing, improving, and preserving the community's supply of low and moderate income housing; and Whereas, Assembly Bill 1290, approved in 1993, has created tighter controls used to monitor redevelopment agencies compliance with the production of affordable housing and expenditure of housing funds; and Whereas, it is deemed to be of benefit to the community to establish a Housing Advisory Committee who will provide input in establishing policies and procedures, review proposals and make recommendations on expenditure of affordable housing funds. NOW, THEREFORE, THE PALM DESERT REDEVELOPMENT AGENCY HEREBY FINDS, DETERMINES, RESOLVES, AND ORDERS AS FOLLOWS: Section 1. The establishment of a Housing Advisory Committee is hereby approved. _ Section 2. The Bylaws of the Housing Advisory Committee, attached hereto as Exhibit A, are hereby approved and adopted as the official bylaws of the Housing Advisory Committee. � APPROVED AND ADOPTED this 22nd day of June, 1995. The name of the Committee shail be the "Housing Advisory Committee", as established by Reso{ution No. 310 of the Agency Board of the Palm Desert Redevelopment Agency. � Section 2. Offioe of Committee. The office of the Committee shall be at the offices of the City of Palm Desert, 73-510 Fred Waring Drive, Palm Desert, Califomia 92260. Section 3. ��. The purpose of the Committee shall be: a. To provide input on housing policy and procedures; b. To pruvide input on proposed housing proposals and programs; c. To review, commeM and make recommendation on proposed affordable housing developmer�ts induding but not fimited to acquisition, rehabilitation, � construction or conversion; � d. To provide input on housing strategies to be implemented by the Agency /•l:�iL���TIIi I�► T= : , ' Section 1. Membershin. Membership of the Committee shall consist of five (5) voting members appointed by the City Council, each of whom shall serve a two (2) year term. It is desirable, though not an absolute requirement, that membership be composed of professionals in the following fields: building industry, real estate, title, financing, planning/design, and property management. Section 2. Secretary and Ex-officio Members. The Executive Director of the Redevelopment Agency shafl be an ex-officio member of said Committee as well as the official secretary to said Committee for the maintenance of atl books and records of their proceedings. In addition, other ex-officio members shall be one (1) member of the Redevelopment Agency Board, and the Housing Programs Coordinator. Said member of the Redevelopment Agency Board shall be selected by the Agency Board. �1:�IiI�3� �TQ�7:[3I�-�� Section 1. Chairuerson and Vice Chairoerson. The Committee will select from the voting members a Chairpetson and Vice Chairperson. These officers shall be selected at the Committee's first meeting in Section 2. Secretarv. The Executive Director of the Redevelopment Agency shall serve as Secretary to the Committee. : : 1 ►� al . Section 1. eetinas. The Committee shall meet monthly on an as needed basis. Section 2. �p�. A majority of the voting members shall constitute a quorum; and a majority of a quorum shall be required for action. Section 3. Attendance. Questions related to attendance shall be referred to the Office of the City Clerk. Section 4. Brown Act Reauirements. The Housing Advisory Committee shall conform and conduct itsetf per the requirements of the Brown Act of the State of Califomia. : : 1 ► • �� �� ■1 Section 1.
