The Palm Desert Redevelopment Agency ("Agency") is considering a Resolution of Necessity Declaring Certain Real Property Necessary for Public Purposes and Authorizing the Acquisition Thereof. Said property is a parcel of approximately 5 acres of vacant land, located approximately 1,320 feet north of Country Club Drive and approximately 610 feet east of Portola Avenue in the City of Palm Desert ("Subject Property"). Section 2. The environmental impacts of the acquisi- tion of the Subject Property were analyzed in the Environmental Impact Report for the Section Four North Sphere Project ("EIR"). The City Council certified the EIR by City Council Resolution No. 94-119 and the Agencr concurred in the certification and made the required environmental findings with regard to the Section Four Project by Agency Resolution No. 302. Based on the evidence presented to the City Council, no substantial changes have occurred to the Project or with respect to the circumstances under which the Project is undertaken, that would require major revisions to the EIR for the Project due to new significant environmental impacts not considered in that EIR or due to a substantial increase in the severity of previously identified significant effects. Furthermore, there is no new information that was not available at the time of certification of the EIR that would change the analysis in the EIR in a manner that would require major revisions to the EIR due to the identification of new significant environmental impacts or due to identification of a substantial increase in the severity of previously identified significant effects. Nor is there any new information which shows that new or previously infeasible mitigation measures could now feasibly reduce environmental impacts of the Project. Therefore no further environmental review is required.' The findings set forth in Exhibit A of Agency Resolution No. 302 are 95C831 F6902-01023 aem 1930279 0 RESOLUTION NO. 319 hereby incorporated herein by reference and those findings and the mitigation measures set forth in the EIR are hereby declared appiicable to the proposed acquisition of the Subject Property.
