HomeMy WebLinkAboutRDA RES 474RESOLUTION NO. 474 A RESOLUTION OF THE PALM DESERT ` REDEVELOPMENT AGENCY APPROVING A PROGRAM TO DISSEMINATE REDEVELOPMENT INFORMATION INCLUDING THE ACQUISITION OF ALTERNATIVE FUEL VEHICLES TO ACC�MPLISH SAME THE PALM DESERT REDEVELOPMENT AGENCY HEREBY FINDS, DETERMINES, RESOLVES AND ORDERS AS FOLLOWS: Section 1. The Pa1m Desert Redevelopment Agency has established various programs to assist commercial and residential property owners with rehabilitation loans and grants and with parking and other infrastructure improvements, and to provide single family and multifamily housing to very low, low and moderate income families. Such programs to assist commerciaf and residential property owners with loans and grants include a Facade Improvement Program for commercial property owners and tenants, and a Home Improvement Program for very low, low and moderate income homeowners. To assist persons and families of very low, low and moderate income to obtain affordable housing, the Agency has caused the development and rehabilitation of affordable housing projects and the creation of various affordable housing Programs. The Agency is also the owner of several hundred apartment units which are made available to persons and families of very low, low and moderate income. Section 2. The Agency is also authorized by law to assist with the financing of facilities and capital equipment in connection with the development or rehabilitation of property within a project area that will be used for industrial or manufactu�ing purposes. In addition, the Agency is authorized by law to establish a program under which it loans funds to owners or tenants for the purpose of rehabilitating commercial buiidings or structures within a project area. Section 3. The Agency is also authorized by law to acquire and construct public parking facilities and public parking easements, and the Agency has previously exercised this authority. Section 4. The focal point of comme�cial activity in the various redevelopment project areas of the City is the Core Commercial Area of Project Area No. 1, As Amended. The City Council has previously determined that Project Area No. 1, As Amended, is an area in which the combination of conditions of blight is so prevalent and so substantial that it causes a reduction of, or lack of, proper utilization of the area to such an extent that it constitutes a serious physical, social and economic b�rden on the community which cannot reasonably be expected to be reve�sed or alleviated by private enterprise or governmental action, or both, without redevelopment. Among other things, 736840-2 ] RESOLUTION NO. 474 Project Area No. 1, As Amended, contains vacant and underutilized properties, properties which suffer from depreciated or stagnant property values, and deteriorated, aged and obsolete buildings. In addition, Project Area No. 1, As Amended, is characterized by the existence of inadequate public improvements and public facilities, including inadequate parking and traffic circulation improvements which cannot be remedied by private or governmental action without redevelopment. In addition, Project Area No. 1, As Amended, is characterized by the inefficient location and distribution of public parking facilities in the Core Commercial Area. Section 5. The Agency has undertaken certain actions in the Core Commercial Area to improve parking and traffic circulation and thereby mitigate congestion and safety hazards, all for the benefit of the health, safety and welfare of the residents and taxpayers of Project Area No. 1, As Amended. While the subject public parking facilities provide additional parking and thereby help to attract and retain visitors and customers to the Core Commercial Area of Project Area No. 1, As Amended, the parking is unevenly distributed. Public parking facilities assist in the elimination of conditions of blight within Project Area No. 1, As Amended, which are caused by inadequate public improvements. Further parking related improvements will assist in eliminating a factor which prevents or substantially hinders the economically viable use or capacity of buildings or lots and will encourage private-sector investment in Project Area No. 1, As Amended, thereby facilitating the redevelopment of the Project Area. Section 6. Pursuant to provisions of the Community Redevelopment Law (California Health and Safety Code Section 33000, et se�c .), and in particular Section 33127 and 33131 thereof, the Agency intends to purchase equipment and supplies to disseminate information relating to (i) the provisions of the Community Redevelopment Law and the programs of the Agency which are available to comme�cial, industrial and residential prope�ty owners, (ii) the availability of affordable housing in the City of Palm Desert, and (iii) the housing assistance programs of the Agency which are available to persons and families of very low, low and moderate income. Section 7. The Executive Director is hereby authorized and directed to establish a program to disseminate redevelopment information, including the preparation of written materials such as brochures and other written forms of information. Such information should include descriptions of the Facade Improvement Program, the Home Improvement Program, the Rental Subsidy Program and the Mortgage Subsidy Program. Such information should also include a description of the powers of the Agency to assist with the financing of facilities and the capital equipment in connection with the development or rehabilitation of property that will be used for industrial or manufacturing purposes and the power of the Agency to establish a program to loan funds to owners and tenants for the purpose of rehabilitating commercial buildings and structures. The Executive Director may also provide for dissemination through the City's website, and other methods of dissemination such as alternative fuel 73G840-2 2 RESOLUTION NO. 474 vehicles which would travel through Project Area No. 1, As Amended, disseminating redevelopment information and which could also serve as a shuttle service in the Core Commercial Area. Any such alternative fuel vehicle serving as a shuttle service shall take into account routes which include stops at the Visitor Information Center to assure that all programs offered by the Agency can be fully explored by interested persons. Section 8. The Agency Board hereby finds and determines that based upon the foregoing and other information presented to the Agency Board: (i) the subject program to disseminate redevelopment information benefits Project Area No. 1, As Amended, and the immediate neighborhood in which the project is located; (ii) the payment for such program will assist in the elimination of one or more blighting conditions inside the Project Area; (iii) the payment for such program is consistent with the Agency's implementation plan adopted pursuant to Health and Safety Code Section 33490; (iv) the payment by the Agency for such program will have the indirect benefit of ensuring greater utilization of the public parking facilities in the Co�e Commercial Area, thereby improving the efficiency of the limited availability of public parking and mitigating traffic congestion in the Core Commercial Area; and (v) no other reasonable means of financing such program is available to the City. Section 9. The Agency hereby approves payment by the Agency for the cost of the program to disseminate redevelopment information as described in this Resolution.
