The City Council of the City of Pa1M Desert, Cali-
fernia, DOES MUM-13Y ORDAIN as followst
SECTION it That in accordance with Section 21101
of the Vehicle Code of the State of California, the issuance
ti
of permits for parades and local npecial events or eolebra-
tions, and the temporary closing of city streets or highways
for such purpose is hereby delegated to the City Manager,
subject to the following rules: j
1. Application should be made in writing to the
City Manager at least 13 days before the date of the event
setting fortht
a. Date of the event and hours of its
durations
b. Specific portion of highway to be usedi
c. Name of organization sponsoring the event;
d. Name, address and telephone of the person
in charge of the arrangements; and
a. A general description of the event.
2. The applicant shall notify the appropriate
local office of the Sheriff and the County of Riverside
Road Commissioner and request the necessary assistance of
those agencies for traffic control.
3. The City Manager shall determine the need for
and the applicant shall provide necessary traffic barricades,
warning and directional signs immediately preceding and dur-
ing'the event, and be responsible for their prompt removal
thereafter.

S. It the City Manager determines that the event
will be held under conditions assuring the safety and pro-
tection of persons using the closed portion of the highway,
without unreasonable inconvenience'to vehicular traffic
in the area, he may issue the permit and may include such
conditions as he deems necessary.
6. He shall promptly send the permit to the
applicant and furnish a copy to the Sheriff.
SECTION 2: The City Clerk is hereby directed to
cause this ordinance to be posted in three public places
in accordance with Resolution No. 74-17 and Section 36933
of the Government Coda of the State of California.
