OP PALM DESERT, CALIFORNIA, ADOPTING BY
REFERENCE WITH CERTAIN ADDITIONS, DELETIONS,
AND ANENDMENTE♦ THE RULES, REGULATIONS,
PROVISIONS AND CONDITIONS SET FORTH IN
THOSE CERTAIN CODES ENTITLED, "UNIFORM
BUILDING 'CODE, 1976 EDITION", "UNIFORM
BUILDING CODE STANDARDS, 1976 EDITION'•
INCLUDING THE APPENDICES THEREIN CONTAINED
AS PROMULGATED AND PUBLISHED BY THE INTER-
NATIONAL CONFERENCE OF BUILDING OFFICIALS.
The City Council of the City of Pala Desert, California,
DOES HZRZBY ORDAIN as follows$
SECTION It, AMENDMENT. That Section 15.04.010 of the
Code of the City of Palm Desert, California, be and the same
is hereby amended to read as follows:
'Section 15.04.010 - Adoption of Uniform Building Code.
That the rules, regulations, provisions and conditions
set forth in those certain codes entitled 'Uniform Building
Code, 1976 Edition' and the 'Uniform Building Code Standards,
1976 Edition', and their appendices, subject to the parti-
cular additions, amendments and deletions as contained
herein, promulgated and published by the International
Conference of Building Officials, three (3) full printed
copies of which, printed as a Code in book form, together
with additions, amendments and deletions, were by the
City Council ordered filed, and have actually been filed
in the office of the City Clark, and as to on file are
hereby established and adopted as the rules, regulations,
provisions and conditions to be observed and followed for
the erection, construction, enlargement, alteration, repair,
moving, removal, conversion, demolition, occupancy,
equipment, as*, area and maintenance of buildings, structures,
and/or improvements, is hereby established and adopted,
and the same shall be designated* known and referred to
as the Municipal Building Code for the City of Palm Desert,
California.•
SECTION 2. 62DITION. That Section 15.04.140 be and
the saws is hereby added to the Code of the City of Palm

"Notion 15.04.140 - Fences and/or Retaining walls.
Division 3 of the uniform Building Code relating to
fences and/or retaining wails less than six (6) feet and
more than two (2) feet in height, and the footings, steel,
post holes, materials# and general construction requirements
of the above definitions shall utilise Building Department
standards on file for all minimum requirements. All
fencing shall be designed to withstand all horizontal
forces as outlined in Chapter 23 of the Uniform Building
Code, 1976 Edition."
SECTION 3. ADDITION. That Section 15.04.1SO be and
the same is hereby added to the Code of the City of Palm
Desert, California, to read as follows:
"Section 1S.04.150 - Horizontal Blocking.
Section 2518(d)4 is amended by adding thereto the
1 sentence as follows: 'Stabilizing horizontal blocking
i shall be installed in three (3) stud openings from all
corners and in two (2) stud openings from all window and
openings in all type V construction.'"
SECTION 4. REPEAL OF ORDINANCES. That Ordinance No.
118 and Ordinance No. 13S and all amendments thereto, and
all other ordinances, or parts of ordinances in conflict
therewith, be and the same are hereby repealed.
SECTION S. EXPRESS FINDINGS. in accordance with the
requirements of Section 17922, 17958.5 and 179S8.7 of the Health
and Safety Code, the City Council of Palm Desert, California,
makes the following findings
A. That the use of asphalt floors as garage surface
material deteriorates and becomes unstable due to extreme
surface temperatures, common of lower desert areas. Burn -out,
cutting and cracking of surfaces creates maintenance problems
not common in ether areas. it is the express findings of this
Council that short term installations with high maintenance
and replacement costs are not in the best interest or welfare

of the Viral publLe,
b, tt is the express finding that and desert
conditions with an annual rainfall of L S inches does not
warrant the added expense imposed by metal weep screed installed
at the: plateline on exterior walls, nor does it serve the
best interests of the general public.
C. That all other modifications of the Uniform
building Code are administrative and nonsubstantive.
SECTION 6. CERTZPICATION. The City Clerk of the City of
Pals Desert, California, is hereby directed to cause this
Ordinance to be published once within fifteen (1S) days of
adoption in the Palm Desert Post, a newspaper published and
circulated within the City of Palm Desert, California, and
the same shall be in lull force and effect thirty (30) days
after adoption.
