APRIL 10, 2014 Councilmember Harnik moved to waive further reading and: 1) Adopt Resolution No. 2014-28, approving a Negative Declaration for CEQA (California Environmental Quality Act) purposes; 2) Pass Ordinance No. 1271 to second reading, adding Chapter 5.12 to the Palm Desert Municipal Code to reduce single -use plastic bags by retail establishments. Motion was seconded by Spiegel and carried by a 5-0 vote (AYES: Benson, Harnik, Spiegel, Weber, and Tanner; NOES: None). APRIL 24, 2014 Ordinance No. 1271 — Councilman Spiegel moved to, continue to the meeting of May 8, 2014, with staff directed to make the appropriate contacts and rework the language regarding the printing required on recycled paper bags. Motion was seconded by Weber. Mayor Tanner called for the vote, and the motion to continue the item carried by 5-0 vote (AYES: Benson, Harnik, Spiegel, Weber, and Tanner, NOES: None). MAY 8, 2014 ORDINANCE NO. 1271A — AMENDING CHAPTER 5.12 OF THE PALM DESERT MUNICIPAL CODE, RELATING TO SINGLE -USE CARRYOUT PLASTIC BAGS AND PROHIBITING THE FREE DISTRIBUTION OF REUSABLE PAPER BAGS BY RETAIL ESTABLISHMENTS (City of Palm Desert, Applicant) (Continued from the Meeting of April 24, 2014). Waived further reading and adopted Ordinance No. 1271A, adding Chapter 5.12 to the Palm Desert Municipal code to reduce use of single -use plastic bags by retail establishments.
