AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA APPROVING AN
AMENDMENT TO THE CITY'S PERSONNEL SYSTEM
REGARDING CONFLICTS OF INTEREST.
The City Council of the City of Palm Desert,
California, DOES HEREBY ORDAIN as follows:
Section 1: That it does hereby amend the City
of Palm Desert Personnel System Rules and Regulations, set
forth in Exhibit "A" attached hereto and made a part hereof,
effective immediately.
Section 2: That Section 2.52.470 of the Palm Desert
Municipal Code which constitutes a portion of the City of
Palm Desert Personnel System Rules and Regulations, is hereby
repealed.
Section 3: The City Clerk is directed to publish
this ordinance once in The Palm Desert Post, a newspaper of
general circulation, published and circulated in the City of
Palm Desert, and shall certify to the passage and adoption
of this ordinance, and the same shall be in full force and
effect thirty (30) days after its adoption.

SECTION 2.52.470 CONFLICTS OF INTEREST. An employee
shall not engage in any outside employment or other activities
which in any way create a conflict of interest or even the
appearance of impropriety.
a. OUTSIDE EMPLOYMENT. An employee must not have
any outside employment, profession, occupation or activity for
financial gain, without first obtaining approval from his
department head and the City Manager. The employee is required
to assure the City, in writing, that the outside employment,
profession, occupation or activity for financial gain does not
involve a conflict of interest, or appearance of impropriety
and does not interfere with City duty or the recall to City
duty on an after-hours basis, in the event of a City emergency.
