HomeMy WebLinkAboutORD 586t i ORD I NANCE NO. 5 8 6 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, ESTABLISHING A RECYCLED PRODUCT PROCUREMENT POLICY. WHEREAS, the volume of material deposited In the county landfill has been increasing annually; and WHEREAS, sanitary landfill space is at a premium and is becoming increasingly difficult to site new landfills; and WHEREAS, much of the material that enters the waste stream can be recycled, reused, or incorporated in the manufacturing of new products; and WHEREAS, the city participation in the promotion of recycling programs can significantly reduce the volume of material entering the waste stream thereby extending the life expectancy of the county landfill and reduce expenses; and WHEREAS, in order for recycling programs to be effective, markets must be developed for products which incorporate consumer material in their manufacture of reusable or are designed to be recycled. NOW, THEREFORE, the City Council of the City of Palm Desert finds that all of the recitations are true and correct and does constitute the findings and consideration of the Council in this case. i9ffi21;l1X:T (1) Section 3.32.075 of the Code of the City of Palm Desert, California, is hereby added to read as follows: The purchasing agent shall establish and maintain procedures and specifications for the purchase of paper and paper products which give preference whenever feasible to the purchasing of recycled paper and paper products containing recycled paper. The purchasing agent shall purchase recycled paper instead of unrecycled paper or paper products whenever such recycled paper and paper products are available at no more than the total cost of the unrecycled paper and paper products and when fitness and quality are equal. The purchasing agent shall provide preference to the suppliers of recycled paper or paper products equal to five percent of the lowest bid or price quote by suppliers for recycled paper or paper products. For the purpose of this section, recycled paper means all paper and wood pulp products as defined in Section 10391 of the public contract code. ORDINANCE NO. 586 -2- (2) The City Clerk is hereby directed to publish this ordinance in the Desert Post, a newspaper of general circulation, published and circulated in the City of Palm Desert, California, and shall be in full force and effect thirty (30) days after its adoption.
