HomeMy WebLinkAboutORD 875ORDINANCE NO. 875 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, ADDING CHAPTER 2.60 TO TITLE 2 FOR THE CODE OF THE CITY OF PALM DESERT, CALIFORNIA, ESTABLISHING THE PUBLIC SAFETY COMMISSION. The City Council of the City of Palm Desert, California, DOES HEREBY ORDAIN, as follows: SECTION 1: That Chapter 2.60 be, and the same hereby is, added to Title 2 for the Code of the City of Palm Desert, California, to read as shown on the attached Exhibit SECTION 2: The City Clerk of the City of Palm Desert, California, is hereby directed to publish this ordinance in the Palm Desert Post, a newspaper of general circulation, published and circulated in the City of Palm Desert, California, and shall be in full force and effect thirty (30) days after its adoption. "A" "CHAPTER 2.60 2.60.010 Commission Established 2.60.020 Commission Members 2.60.030 Secretary to the Commission 2.60.040 Meetings 2.60.050 Rules, Regulations and Bylaws 2.60.010 Public Safety Commission Established. The Public Safety Commission is established in said City to accomplish the following programs and purposes: a. Serve as liaison between the community leaders, citizens, and the public safety ^* officials; b. Review plans, policies, budgets, and proposals for greater efficiency and effectiveness in the area of public safety; C. Provide annual oversight of the City's contracts for public safety; d. Seek out and evaluate innovative program development for potential implementation in the City of Palm Desert; e. Make recommendations to the Palm Desert City Council on programs to provide the highest quality of service possible to community members and business owners and operators; f. Serve as the City's Disaster Council on matters relating to the disaster preparedness program; g. Review and recommend to the City Council ordinances to protect the safety of the community; h. Prepare and make recommendations to the City Council on general public safety issues; W-- Page three... Ordinance No. 875 1. Perform other functions as the City Council may request or as may be imposed by law. (Ord. 99 1 (part), 1975: Exhibit A 25.39-1.04) 2.60.020 Commission Members Membership of the Public Safety Commission shall consist of five (5) voting members to be appointed by the City Council each of whom shall serve a term of four (4) years, or until their successor is appointed. The initial appointment shall be staggered so that one (1) community at large member and one (1) technical member will serve initial two-year terms and thereafter a four-year term; the remainder of the Commissioners will serve full four-year terms. The membership will be as follows: * One commissioner who has law enforcement background; * One commissioner who has fire protection background; * One commissioner who represents the retail business community; * Two commissioners who represent the community at large. 2.60.030 Secretary to the Public Safety Commission The Risk Manager shall be an ex-officio member of the commission as well as the official secretary to said commission for the maintenance of all records of their proceedings. In addition, other ex-officio members shall be two (2) members of the City Council, one City Council Member who is a member of the Cove Communities Services Commission, and one City Council Member who is not a member of the Cove Communities Services Commission. 2.60.040 Meetings The Public Safety Commission shall hold monthly meetings at such time and place determined by their rules, regulations and bylaws. 2.60.050 Rules, Regulations and Bylaws The Public Safety Commission shall adopt such rules, regulations and bylaws for the conduct of their business as may be deemed appropriate. Such rules, regulations and bylaws shall be subject to ratification and approval of the City Council.
