AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, ESTABLISHING AN ART IN PUBLIC PLACES
COMMISSION AND REMOVING THE FUNCTION AS A SUBCOMMITTEE
OF THE CIVIC ARTS COMMITTEE.
WHEREAS, the Art in- Public Places Committee has been working since 1986 to integrate
visual art into the physical and social infrastructure of the City and has a record of successful public
and private art placements within the City; -and
WHEREAS, the Art in Public Places Committee concentrates its efforts on the visual arts
exclusively and has the proven expertise to serve as primary visual arts advisors to City Council; and
WHEREAS, Art in Public Places Committee members are drawn from the public at large,
reflecting the community's aesthetic needs; and
WHEREAS, the Art in Public Places Committee has demonstrated its growth through
experience to allow for independence from the Civic Arts Committee.
BE IT HEREBY ORDAINED as follows:
Section I: ART IN PUBLIC PLACES COMMISSION MISSION AND DUTIES
AIPP Purpose
The purpose of the Art in Public Places Commission is to guide the Art in Public Places
Program and to serve as visual arts advisors to the City Council.
Commission Responsibilities
• Advocate for inclusion of culture and cultural policy in myriad aspects of the City of Palm
Desert and the lives of its Citizens;
• Advise the City of Palm Desert on issues relating to cultural policy for the visual arts;
• Position the art program within the City to work with other City Departments to ensure art is
incorporated into the initial planning of public and private projects;
• Create policies and procedures for the Art in Public Places Program;
• Create new public art projects;
• Review and forward recommendation to City Council of all public and private art projects;
• Review and forward recommendation to City Council of all public art acquisitions;
• Review and forward recommendation to City Council of all donation of artworks to the City;
• Serve as stewards of the public art collection of the City of Palm Desert;
• Serve as goodwill ambassadors of the Art in Public Places Program and City of Palm Desert to
the community at large;

Recommendation and Action
All review and recommendations shall be made and forwarded to the City Council which shall
be the final determining body of all actions recommended from the Art in Public Places
Commission.
Section II: MEMBERSHIP
Eight members appointed from the community at large, including one architect to be drawn
from the Architectural Review Commission. One Art in Public Places Commission Member to
serve as non -voting liaison to the Civic Arts Committee. One Civic Arts Committee Member
to serve as non -voting liaison to the Art in Public Places Commission.
Membership may be comprised of people recognized as having expertise in the visual arts,
construction, or a technical field necessary for acquisition, fabrication, site preparation,
installation or display of artwork. Nominations for membership may be recommended by
members of the Commission or any other group or individual.
Appointments shall be made by City Council. The Mayor shall appoint a Council liaison to the
Commission and the Community Arts Manager shall serve as staff liaison, both to serve as ex
officio members.
At all times the Art in Public Places Commission shall strive to maintain a membership that
includes at least one:
• Professional artist
• Architect
• Landscape architect/designer
And may include but is not limited to:
• Museum professionals
• Art educators
• Art historians
• Art conservators
• Designers
• Development Industry
• Construction trades
• Engineers
• Gallery professionals
Section III: TERMS OF MEMBERSHIP
General Members shall serve four year terms at the pleasure of the City Council. Each
member shall be eligible for reappointment at the discretion of the City Council. Each member
shall be eligible for reappointment at the discretion of the City Council, recognizing, however,
that is the City's goal to allow as many qualified and willing individuals as possible an
opportunity to serve their community. The Architectural Review Commission member shall'
serve one year terms at the pleasure of their respective committee.
Three unexcused absences shall constitute automatic resignation per Ordinance 899.

Section IV• MEETINGS
Regular meetings shall be conducted the third Wednesday of every month, at a time to be
determined by the Commission.
Section V: OFFICERS
A Chairperson and Vice -Chairperson shall be selected by the membership to serve one year
terms. Such annual review and appointment is to promote equal opportunity to the membership
to serve in a leadership role.
Section VI: RECORD KEEPING
Written records of actions taken or recommendations made shall be kept by City clerical staff.
Meeting minutes are available to the public upon request.
Section VII: GEOGRAPHICAL AREA OF RESPONSIBILITY
The Commission shall confine its objectives regarding art placement to the corporate limits of
the community; however, it shall have no restraints on the areas where it may seek sources of
art or financing.

California, at its regular meeting held on the loth day of December 1998, by the
following vote, to wit:
