AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, ESTABLISHING A TECHNOLOGY COMMITTEE FOR THE CITY.
WHEREAS, the City of Palm Desert strives to attract business, institutions, and visitors to
the City; and
WHEREAS, the City is fast becoming the economic center of the Coachella Valley; and
WHEREAS, the availability, cost, and quality of telecommunications infrastructure and
services withing the City plays a critical role in City and Regional development and quality of life,
and are matters of great importance to citizens, schools, institutions, and private businesses
located within the City; and
WHEREAS, the City last adopted a Telecommunications Ordinance, number 318, on
January 27, 1983, and this Ordinance requires immediate revision in light of changes in Federal
legislation; and
WHEREAS, the City has a responsibility to establish sound procedures for the use of
publicly owned right-of-way in order to enable a diversity of telecommunications services within the
City; and
WHEREAS, The City has the opportunity to utilize and leverage computer and
telecommunications technologies generally, to enhance the quality and efficiency of City
administrative operations and public outreach communications;
NOW, THEREFORE, BE IT ORDAINED that the City Council of the City of Palm Desert,
does hereby determine that it is in the public interest that a Technology Committee be formed, to
advise the City Council with a view toward enhancing the social, educational, and economic life of
the City.
BE IT ORDAINED as follows:
Section I: TECHNOLOGY COMMITTEE MISSION AND DUTIES
Technology Committee Purpose
The purpose of the Technology Committee is to guide City policy and to serve as
technology advisors to the City Council.
Committee Responsibilities
Advocate for effective use of computer and telecommunications technology in myriad
aspects of the City of Palm Desert and the lives of its citizens;
Advise the City of Palm Desert on issues relating to computer and telecommunications
technology use and policy;
Develop recommendations to City Council for all telecommunications regulatory and
franchise matters, including, but not limited to, review of City Ordinance 318;

• Serve as goodwill ambassadors to the community at large regarding telecommunications
issues, especially those that require regional coordination.
Recommendation and Action
All review and recommendations shall be made and forwarded to the City Council, which
shall be the final determining body of all actions recommended from the Technology
Committee.
Section II: MEMBERSHIP
The Technology Committee shall consist of five members appointed from the community
at large, representing both residential and business interests. Membership may be
comprised of people recognized as having expertise in computer or telecommunications
technology, expertise in related regulatory and legal issues, or the management and
application of telecommunications and information systems. Members of the Committee
or any other group or individual may recommend nominees for membership. Appointments
shall be made by City Council.
Non -voting liaisons to the Technology Committee are appointed as follows:
The Mayor shall appoint two members of the City Council as non -voting liaisons to the
Committee.
Four City Staff Members are appointed as non -voting liaisons to the Committee: 1) City
Clerk; 2) Manager of the City Information Systems Department; and 3) Management wa�rr
Analyst.
In addition, each telecommunications carrier using rights -of -way resources within the City
may designate a non -voting liaison representative. At this time, the following organizations
have been identified as eligible participants:
GTE: Bob Marra, Public Affairs Manager
Time Warner: Bob Barlow, General Manager
Section III: TERMS OF MEMBERSHIP
General Members shall serve four-year terms at the pleasure of the City Council. Each
member shall be eligible for reappointment at the discretion of the City Council, recognizing,
however, that it is the City's goal to allow as many qualified and willing individuals as
possible an opportunity to serve their community.
Three unexcused absences shall constitute automatic resignation per Ordinance 899.
Section IV: MEETINGS
Regular meetings shall be conducted every month, at a time to be determined by the
Committee.

Section V: OFFICERS
A Chairperson and Vice -Chairperson shall be selected by the membership to serve one-
year terms. Such annual review and appointment is to promote equal opportunity to the
membership to serve in a leadership role.
Section VI: RECORD KEEPING
City clerical staff shall keep written records of actions taken or recommendations made.
Meeting minutes are available to the public upon request.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Palm Desert City
Council, held on this 24t day of February, 2000, by the following vote, to wit:
