CALL TO ORDER Chair Larry Saindon convened the meeting at 3:34 p.m. II. ORAL COMMUNICATIONS IV. CONSENT CALENDAR Members Absent: Manny Reyes A. MINUTES of the Regular Housing Commission meeting of May 12, 2004. With a motion made by Leo Sullivan and seconded by Linda Ward, the minutes were unanimously approved as presented. 1 Housing Commission Minutes June 9, 2004 V. INFORMATIONAL ITEMS A. COMMISSION REPORTS No reports B. SUMMARY OF COUNCIL, HOUSING AUTHORITY, REDEVELOPMENT AGENCY ACTIONS T. La Rocca reviewed the memo provided to the Commission of agenda items and actions. C. RPM MONTHLY STATUS REPORT (MAY) The Monthly Status Report for May was reviewed by the Commission. D. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT (MAY) Report #1 for May was reviewed by the Commission. E. REPORT #2 - MONTHLY NET OPERATING INCOME STATEMENT (APRIL) Report #2 for April was reviewed by the Commission. F. HOUSING AUTHORITY PROPERTIES NEWSLETTER (JUNE) Newsletters were reviewed by the Commission. VI. NEW BUSINESS A. SERVICE CONTRACTS FOR PALM DESERT HOUSING AUTHORITY PROPERTIES Rec: By Minute Motion: 2 Housing Commission Minutes June 9, 2004 That the Housing Commission recommends to the Palm Desert Housing Authority Board to authorize RPM to enter into contracts with the following service providers for the term July 1, 2004 to June 30, 2005. 1) Dunphy's ExtermaPest Annual Pest Control Services James Conway reviewed the staff report, stating RPM solicited proposals for pest control services for all nine Housing Authority properties, and ExtermaPest was the lowest bidder. Services will include both the interior and exterior of each property. Action: Motion was made by Leo Sullivan and seconded by Linda Ward to forward recommendation to the Housing Authority Board to authorize RPM to enter into contract with Dunphy's Extermapest in the amount of $22,440 for the annual pest control services for all nine properties. 2) Millennium Carpet Cleaning and Dyeing Co. James Conway distributed a revised staff report and explained the comparison table illustrated on the second page of the report. Action: Motion was made by Leo Sullivan and seconded by Jane Turner to forward recommendation to the Housing Authority Board to authorize RPM to enter into contract with Millennium Carpet Cleaning for carpet cleaning services on an as -needed basis for all nine properties. **Motion was made by Jane Turner and seconded by Linda Ward to add the following items to the Agenda, unanimously approved*** B. CALIFORNIA VILLAS INTERIOR UNIT RENOVATIONS Rec: By Minute Motion That the Housing Commission recommends to the Palm Desert Housing Authority Board to authorize the City Clerk to advertise and call for bids for the interior unit renovations at the Housing Authority property known as California Villas Action: Motion was made by Carrie McLeod and seconded by Linda Ward to forward recommendation to the Palm Desert Housing Authority Board to authorize the City Clerk to advertise and call for bids for the interior 3 Housing Commission Minutes June 9, 2004 unit renovations at the Housing Authority property known as California Villas. In follow up to the Commission's concern with regards to the significantly high vacancies at California Villas due to the renovations of units, James Conway has been working with the construction management firm to prepare a scope of work in order to request proposals from contractors to renovate the units remaining. Currently units are being rehabilitated by the maintenance staff for RPM, completing approximately 3 to 4 a month, this will continue until contractor is in place. A brief discussion followed regarding the time frame of the contract process and completion of the project. A project time -line schedule will be provided by the contractor and strictly followed as specified in the agreement. C. CALIFORNIA VILLAS TREE TRIMMING Rec: By Minute Motion That the Housing Commission recommends to the Palm Desert Housing Board to authorize RPM to enter into a contract with Evolution Tree services in the amount of $17,327 for Phase I immediate need of tree pruning at California Villas Action: Motion was made by Jane Turner and seconded by Roger Dash to forward recommendation to the Palm Desert Housing Authority Board to authorize RPM to enter into a contract with Evolution Tree Services in the amount of $17,327 for Phase I immediate need of tree pruning at California Villas As part of the 5 year plan provided by Arbor Life Consultants with regards to the conditions of the trees at California Villas, it was determined that there is an immediate need to remove 10 trees and prune 148 mature trees. With the assistance of the City's Landscape Department, staff requested proposals for this work and received four proposals, Evolution Tree Services was the lowest bidder. Discussion ensued regarding moving forward with a tree service company as opposed to utilizing the city's landscape staff or Arbor Life Consultants. Staff explained that this was not the role of the City landscape staff or Arbor Life Consultants. Arbor Life created the Plan, a qualified tree service company with their own arborist is necessary to complete and supervise the 4 Housing Commission Minutes June 9, 2004 work. Additionally, this would alleviate the city from certain liabilities responsibilities. VII. CONTINUED BUSINESS VIII. REPORTS A. HOME IMPROVEMENT PROGRAM UPDATE An update on the Home Improvement Program was provided to the Commission for review. Jane Turner inquired on the progress of a property located on Cabrillo. Terre La Rocca stated that the homeowner was asked to provide homeowners insurance prior to starting work on the property. B. PALM VILLAGE APARTMENTS As previously mentioned on the memo provided of agenda actions and items, a contract was awarded to V2C Group for construction management services at Palm Village Apartments. C. HOUSING AUTHORITY PROPERTIES UPDATE James Conway reviewed the update on the Housing Authority properties provided to the Commission. D. HOVLEY GARDENS/PHASE II UPDATE; FIRST TIME HOMEBUYERS / RENTAL SUBSIDY PROGRAMS UPDATE; CATALINA GARDENS COMMUNITY ROOM Ezell James referenced the memo of the summary of agenda items and actions provided by Janet Moore and stated three items regarding Phase II of the 40 acre site were approved at the May 131h City Council meeting. Linda Ward inquired if the ADHOC Subcommittee would be meeting soon to discuss the design layout of the senior complex. Ezell James responded that the subcommittee had already reviewed the plans and had approved them, as well as the Housing Commission. Linda Ward felt the decision made by the Commission to contract with Kristy Hanson for the architectural services did not necessarily include the design concept but in fact were presented as conceptual at that time and were not part of the recommendation for approval. In order to make a 5 Housing Commission Minutes June 9, 2004 determination on how to proceed, it was agreed to have staff research the minutes to determine what action if any, was taken by the Commission regarding the approval with Kristy Hanson. E. 42ND STREET SIDEWALKS No report was given F. DESERT ROSE UPDATE Janet Moore reported four properties are currently owned by the Agency. Staff is in the process of identifying buyers from our waiting list. Terre La Rocca stated that the Council approved to release those units not located on Blueberry Lane. There are 11 homes on Blueberry Lane with two being held by the Agency. Leo Sullivan reverted back to the First Time Homebuyers Program and asked on the date of the subcommittee meeting. A meeting was scheduled on June 16, 2004 at noon with Carrie McLeod, Leo Sullivan, Larry Saindon, Terre La Rocca, and Ezell James. Lunch will be provided. At this time, Terre La Rocca announced she will retire from the City of Palm Desert, her last day being July 9, 2004. Commission congratulated Terre and wished her the best. IX. ADJOURNMENT Due to the summer schedule of City Council meetings, staff requested from the Commission approval to move the next scheduled Housing Commission meeting date of July 14th to July 7" in order to allow items to be presented in the July Council Meeting.
