during a disaster. The system will also relieve the 9-1-1 system from receiving non -
emergency calls and tying up their system.
Currently, there are 128 active 2-1-1 systems in 26 states. in California, meetings to
develop Local 2-1-1 collaboratives are taking place in many California counties. Funding
for the 2-1-1 System in Riverside County is being established through foundations;
however local governments are also being asked to contribute to the system. The cost is
approximately 13 cents per capita using the 2000 census. (See attachment).
Given our demographics in the Coachella Valley, Inform Riverside which will operate the
system, is committed to providing a dedicated fine (possibly two) for the Coachella Valley.

Member and CVAG's HCR Chairwoman, Jean Benson, hosted Pa luncheon malm Desertteeting on
June 24' at CVAG offices, for electeds and non profit agencies in the Desert, to make
them aware of this service.
CVAG's HCR Committee has chosen the 2-1-1 Social Services Hotline as a goal for their
committee to support this effort. CVAG's Public Safety Committee also took action at their
July 12th meeting to support the 2-1-1 Hotline and send this item to the Executive
Committee.
FISCAL ANALYSIS: Attachment One shows the contributions from each member
jurisdiction based on the 2000 Census at thirteen (13) cents per capita.

REGULAR PALM DESERT CITY COUNCIL MEETING FEBRUARY 26, 2004
L. REQUEST FOR APPROVAL of Funding for Construction of a Six -Foot
Garden Wall Along the East Side of the San Pascual Channel Along the
West Boundary of Portola Palms.
Rec: By Minute Motion: 1) Authorize funding in the amount of $25,000 for
half of the estimated cost to construct a six-foot garden wall along the
east side of the San Pascual Channel (west boundary of
Portola Palms Mobile Homes); 2) appropriate said funds from the
Unobligated Fund 400 for this work.
M. REQUEST FOR APPROVAL of Final Parcel Map No. 31658
(Canyon National Bank, Applicant).
Rec: Waive further reading and adopt Resolution No. 04-9, approving
Parcel Map No. 31658.
N. REQUEST FOR APPROVAL of Contract with StateNet for Legislative and
Regulatory Reporting Services (Contract No. C22390).
Rec: By Minute Motion, approve the subject contract with StateNet,
Sacramento, California, in the amount of $1,740 and authorize the
Mayor to execute same — funds are available in Account
No. 110-4112-410-3060.
O. REQUEST FOR WAIVER of Fees Associated with the Palm Desert
Middle School Graduation Ceremony at the Palm Desert Civic Center Park.
Rec: By Minute Motion, waive fees associated with the subject event,
scheduled to be held on Tuesday, June 8, 2004, at the Amphitheater
located in the Palm Desert Civic Center Park.
P. CONSIDERATION of Request for Support of the 2-1-1 Non -emergency
Telephone Number in Riverside County.
Rec: By Minute Motion, concur with the Public Safety Commission's
recommendation to support the 2-1-1 non -emergency telephone
number link to social services.

E. REQUEST FOR APPROVAL of Agreement for the City's Participation in
Trauma Intervention Programs, Inc. (TIP) (Contract No. C22890).
Rec: By Minute Motion, approve the subject agreement between the City of
Palm Desert and Trauma Intervention Programs, Inc., authorizing the
City's participation in TIP for FY 2004/05 in the amount of $5,082
($0.12 per resident).
F. REQUEST FOR AUTHORIZATION to Purchase New Postage/Mailing
System (Contract No. C22900
Rec: By Minute Motion, authorize staff to negotiate a contract with Pitney
Bowes for a new postage/mailing system in the amount of $24,459
plus sales tax and annual maintenance.
G. REQUEST FOR AUTHORIZATION to Purchase New AS400 Hardware and
Software for the City's Computer System (Contract No. C22910).
Rec: By Minute Motion, authorize: 1) Staff to negotiate a contract with
Logical Design, Inc., Mesa, Arizona, in the amount of $50,000 to
provide a new AS400 computer system; 2) appropriate $50,000 from
General Fund Reserves for the purchase of a new IBM iSeries
(AS400) computer system.
H. REQUEST FOR AWARD OF CONTRACT for Sweeping Services for
City -maintained Parking Lots (Contract No. C22770
