Discussion: The proposed music festival and fund raising sale to be held September 19 from 10:00 a.m. to 10:00 p.m. will benefit a new nonprofit music education organization, Makers of Music Inc., dedicated to preserving and promoting music education programs in the public schools. (See attached description.) A similar very successful event held in June of 2002. There will be live music between 12:00 p.m. and 10:00 p.m., hot dogs and non-alcoholic drinks. (M.O.M.Corp.) Also there will be a press release and a sale / fundraiser with proceeds to benefit Makers Of Music. We would like to duplicate an event that City Council approved for May 15th 2002 . We are asking to close off Alessandro from San Pablo to San Carlos and the Alley between Alessandro and San Gorgonio. As indicated in Diagram 1. This will be accomplished by lending support to individuals and organizations; i.e., mentors, school administrators, teachers, etc., that provide music education in our communities. Thereby enabling every school to provide music education for all students (k-12) in our school districts. As music education programs in school districts across the country continually decline, MOM, Inc. is dedicated to ensuring all our children have access to a quality education that includes music. VISION MOM, Inc. vision is to strive to be the single best source for information on and for The Making of Music in the Valley and beyond, for beginners, amateurs, and music making hobbyists. This vision includes presenting opportunities to advance music making interests of all genres as membership directs, as well as expand to all ages that want to perform again for fun and camaraderie. Volunteers will be the base upon which opening doors and expanding opportunities to make music for all who want to use their talents at whatever level of performance. This is an organization whose members both teach and learn for mutual benefit of all through the making of music. WHAT MAKERS OF MUSIC, INC. DOES? MOM, Inc. provides education to the community regarding the need for musical instruction in our children's school day and provides resources for the community to connect mentors and teachers with students desiring to learn all aspect of musical education. MOM, Inc. provides musical instruments to needy students. MOM, Inc. - Coachella Valley Chapter also provides a clearinghouse for educators at COD, Chapman, CSU San Bernardino, and other teaching institutions to leam about the importance of music in education. MOM, Inc. conducts awareness campaigns, musical instrument drives and fundraising events. Members and supporters of MOM, Inc. are dedicated to making available performing artists, teachers, and local students who make music at exceptional levels to provide mentoring to all elementary students enrolled in classes designed to learn to Make Music if they desire. Whether in person or online the student can have a connection with others who share an interest no matter the level of talent or experience. WHY THE NEED FOR MAKERS OF MUSIC? As researchers find increasing proof of the direct link between music education and overall academic achievement, the need for action is vital. Children not exposed to music in elementary school are less likely to improve their middle and high school academic performance. A recent study conducted by a team of neuro-biologists at the University of California (Irvine) determined the impact of music education on a child's cognitive ability. The results have shown that music education has a positive impact on the following: reading skills, math proficiency, standardized test scores (SATs), drop out rates, teamwork, self-esteem, self-discipline, enhanced knowledge of world history, and increased creativity. There have been many like studies with similar findings: As an example: Children involved in music score an average of 100 points higher on their SATs. But due to budget cuts, 75% of our nation's eighth graders don't get the music education they deserve. Music education programs have continually eroded in many cities and communities across the country. MOM, Inc. is dedicated to turning back this trend to ensure all children have access to a quality education that includes music. WHY MUST ANY COMPLETE EDUCATION INCLUDE THE STUDY OF MUSIC? Research has shown that students' involvement in their school music program is crucial to a complete education. Musical study develops critical thinking and self discipline skills and improves a child's early cognitive development, basic math and reading abilities, self-esteem, SAT scores, ability to work in teams, spatial reasoning skills, and school attendance. Also, researchers have found that children involved with music education are more likely to graduate from high school and attend college, and are less likely to be involved with gangs and substance abuse. HOW DOES MOM, Inc. WORK? MOM, Inc. works with our board in identifying committees; i.e., educators, media, and interested persons to participate in fund-raising and awareness events each year. Once a committee is selected, MOM, Inc. works with local media, public school boards and administrators to restore beginning instrumental music programs where they no longer exist. MOM, Inc. strives to provide school districts, thereby reaching individual students in need, grants of musical education and instruments. In order for a school to be eligible to receive a grant of musical instruments for their students, the local school system must conduct the music program as part of the regular school day, and provide a qualified teacher for instruction. OUR GOALS MOM, Inc., immediate goal is to restore music education programs in every school within three school districts in the Coachella Valley. In the long term MOM, Inc. is committed to ensuring that musical education is preserved in every school district in the country. Further, MOM, Inc. is committed to ensuring every child in the United States is given the opportunity to experience music during their early educational years. TO: FROM: SUBJECT: Phil, PALM DESERT POLICE DEPARTMENT Served by the Riverside County Sheriffs Department Bob Doyle, Sheriff - Coroner Phil Drell - Director of Community Development Lieutenant Steve Thetford Musicians Outlet Music Trade Show .1: Bob Doyle, Sheriff - Coroner August 20, 2004 The Palm Desert Police Department provided event security for the last Musicians Outlet Music trade show and we did not experience any major issues of concern. The crowd was estimated to be 400 - 500 and they were well behaved. On August 19, 2004, I met with the event coordinator, Randy Hewitson, regarding this event to discuss the security for the up coming event scheduled for September 19, 2004. We discussed the city approved operational hours and the need for security for this year's event. Last event the Palm Desert Police Department requested that (4) deputies on bicycles be required for the event. Based on the attitude and size of the crowd from last year's event I explained to Mr. Hewitson that this year I would only recommend that the city require the event to employ (2) bicycle deputies from 2:00 PM to 10:00 PM for event security. The current extra duty rate is $56.29, which would calculate in a total expenditure of approximately $900.64 ($56.29 x 8 firs x 2 Deps). Mr. Hewitson stated that he understood our concern and was not opposed to providing the cost for the recommended extra duty deputies. We are not opposed to the requested road closure, as we do not feel that it will have any significant impact on traffic flow in the area. Mr. Hewitson was also notified of the fact that the Police Department would not grant any request for an extension of the hours for live music that have been granted by the city. It should be noted that the Palm Desert Police Department would also be providing ext�r patrol on this event with our current staffing levels. This will allow us to monitor attitude of the crowd to maintain a safe environment for our citizens. Thank you for allowing me to provide input regarding this event.
