Authorize the award of Contract No. C21140-B forthe construction of the Palma Village Neighborhood Park to James E. Simon Company in the amount of $1,232,781.10; and 2. Approve Change Order No. 1 to reduce Contract C21140-B in the amount of $154,400; and 3. Authorize a ten percent (10%) contingency in the amount of $107,838; and 4. Authorize an amount not to exceed $30,000 to utility fees, construction staking and other similar project costs; and 5. Appropriate additional funds in the amount of $250,000 from Parks and Recreation Fund 430 and reduce University Village Park "A&B" by $40,000 each G:1PlanningsJeff Winklepkcklwpdocs"PalmaVillageParkipalmavillageconstrucaward.wpd Contract No. C21140B Staff Report Palma Village Neighborhood Park Page 2 August 26, 2004 Executive Summary/Discussion: At the July 8, 2004 City Council meeting, staff was directed to negotiate with James E. Simon Company to reduce the cost of construction for the Palma Village Neighborhood Park. After reviewing the plans, seven(7) items were identified to either be revised or removed for a total cost savings of $154,400. These items include the following: Item 1. Replace four picnic pavilions with fabric shade structures 2. Remove 25' octagon shade structure at flower garden area. 3. Revise the lighting fixture package 4. Eliminate artificial putting green 5. Redesign concrete around flower garden area. 6. Reduced bond fees 7. Special services as directed by City Total reduction in project cost Cost $100,000 $24,400 $9,500 $29,500 $4,000 $2,000 $15,000 (add) $154,400 Based on the above savings, the amended bid to construct the park is $1,078,381.10. This is still above the engineer's estimate of $910,323 by approximately 16%. However, given an approximate 7% cost increase in the construction market since the engineer's estimate, the revised proposal is within an acceptable range. Currently all park and recreation funds are allocated. Therefore, to cover the additional funds necessary, staff recommends transferring $40,000 from each the University Village Park A and B account ($80,000 total).
