SEPTEMBER 1, 2004

IV. CONSENT CALENDAR
September 1, 2004
A. MINUTES of the Regular Housing Commission meeting of July 7, 2004.
With a motion made by Leo Sullivan and seconded by Jane Turner, the
minutes were unanimously approved as presented.
V. INFORMATIONAL ITEMS
A. COMMISSION REPORTS

B. SUMMARY OF COUNCIL, HOUSING AUTHORITY, REDEVELOPMENT
AGENCY AGENDA ITEMS AND ACTIONS
Janet Moore reviewed the memo provided to the Commission of agenda
items and actions.
C. . RPM MONTHLY STATUS REPORT (JULY & AUGUST)
The Monthly Status Report for July and August were reviewed by the
Commission.
L. Sullivan congratulated RPM for the 100% occupancy at One Quail Place.
T. Vakili provided clarification to Jane Turner regarding the rental rates at the
income levels of 65% and 75% at One Quail Place. She stated that rental
rates are determined based on family size and income. In this case, HUD
guidelines are actually higher than the market rate, therefore, RPM will use
whichever rental rate is less.
L. Saindon referenced the service requests generated for the month of July
and asked on the high number of requests at Desert Pointe. T. Vakili replied
that there were quite a few AC request, given the heat in July. Additionally,
Desert Pointe was undergoing new management which causes tenants to
come forward with issues they want corrected. She added that the new
property manager is doing a great job and is tracking all service requests.

L. Sullivan questioned the carpet replacements at Las Serenas. T. Vakili
stated that RPM has budgeted for carpet replacement for units occupied
with long term residents.
C. McLeod asked if the additional staff authorized for Laguna Palms have
accelerated the rehabilitation of units. T. Vakili clarified that the additional
staff was authorized for California Villas, and yes they are now able to
complete 8 units a month.
At this time Chairman Saindon requested to change the order of Agenda
items and review Item F under Information Items.
Motion was made by Carrie McLeod and seconded by Jane Turner.
D. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT
STATEMENT (JULY & AUGUST)
Report # 1 for July and August were reviewed by the Commission.
J. Turner asked if the Reports had been updated with the HUD income Limits.
J. Moore replied that they were and offered to provide a copy of the HUD
income guidelines for Riverside County at the next scheduled meeting.
E. REPORT #2 - MONTHLY NET OPERATING INCOME STATEMENT
(JULY)
Report #2 for July was distributed to the Commission for review.
J. Moore apologized to the Commission for providing July's Report the day
of the meeting and stated it was being corrected due to inconsistencies in
the formulas.
F. HOUSING AUTHORITY PROPERTIES UPDATE (JAMES)
James Conway reviewed the update on the Housing Authority properties
provided to the Commission.
L. Sullivan asked James Conway if he could emphasize the work being done
on the properties. J. Conway stated that those properties are continuing day
to day maintenance due to move -outs and the rehabilitation process.

G. FIRST TIME HOMEBUYERS PROGRAM (EZELL)
September 1, 2004
E. James reported that corrections have been made to the program and
were forwarded to our legal counsel for review, staff received it back
yesterday. At the beginning of today's meeting, Ezell James provided a
complete packet to Carrie McLeod for her review. Carrie McLeod will forward
her input to Ezell James.
VI. NEW BUSINESS
A. DESERT POINTE HALLWAY PROJECT
Rec: By Minute Motion:
Action: Motion was made by Jane Turner and seconded by Carrie McLeod to
forward recommendation to the Housing Authority Board to Award of
Contract No. HA to Mr. Guthrie for the mural work within the Desert
Pointe Hallway/Staircase Project.
James Conway reviewed the staff report provided to the Commission.
L. Sullivan asked on the significantly high increase in the cost of the mural
from when this concept was first presented to the Commission. J. Conway
replied that the artist will incorporate the artwork throughout the property as
opposed to one hallway as originally proposed. He displayed two renderings
provided by the artist to show how the artwork would be integrated.
B. DESERT POINTE HALLWAY PROJECT
Rec: By Minute Motion:
Action: Motion was made by Carrie McLeod and seconded by Leo Sullivan to
forward recommendation to the Housing Authority Board to approve
Change Order No. 1 to Contract No. HA 21380, Zeuss Construction,
Incorporated fora newflooring application atthe Desert Pointe Hallway
Project.
James Conway reviewed the staff report stating that several staff members
had approached him with suggestions to upgrade the flooring. After several
meetings with staff and members of the City Council, it was decided to use
a non -slippery stone tile finish that would compliment the mural. A sample
of the floor tiles selected were displayed by James Conway. This treatment

will be installed throughout the landings, hallways, and staircases. Zeuss
Company will sub -contract with Restora, a well known company who has
earned a good reputation with this type of product. C. McLeod requested that
language be added to Zeuss's Contract to ensure that Zeuss sub -contract
with Restora.
C. LAGUNA PALMS EXTERIOR RENOVATION
Rec: By Minute Motion
Action: Motion was made by Carrie McLeod and seconded by Leo Sullivan to
forward recommendation to the Palm Desert Housing Authority Board
to enter into a contract with Prest Vuksic (Contract No. HA - ) for
architectural design services and development of project scope for
rehabilitation of the Laguna Palms Housing Development
A revised staff report was distributed to the Commission to include the cost
associated with the architectural design services and development of the
project scope for the rehabilitation of _ Laguna Palms. Janet Moore
introduced John Vuksic with Prest Vuksic Architect, who was present to
answer any questions the Commission may have.
J. Moore stated that after reviewing the condition inventory provided by Mr.
Vuksic, a considerable amount of work to the structure is required in order
to bring the property up to Code as well as update the exterior aesthetics.
A color rendering of Laguna Palms front entrance was displayed showing the
property in its current condition and what the architect proposes to do.
Mr. Vuksic also provided the Commission with conceptual design drawings
of the upgrades proposed to be incorporated throughout the property.
Additional discussion followed relative to parking and carports, and it was
noted that both will be addressed, if feasible, within the rehabilitation.

Newsletters were reviewed by the Commission.

B. HOME IMPROVEMENT PROGRAM UPDATE
An update on the Home Improvement Program was provided to the Commission
for review.
B. White reported 25 participants in the program at this time.
For informational purposes, he also provided an update on the Facade
Enhancement Program.
C. PALM VILLAGE APARTMENTS
B. White reported that the existing wall has been demolished, and the
construction of the new wall has started.
D. CATALINA GARDENS COMMUNITY ROOM
E. James displayed a conceptual color renderings of the proposed community
room provided by Kristy Hanson. He stated that the community room was
reduced in size from 4200 to 3500 square feet. The project will be funded by
CDBG monies. There was mention of a low garden wall to separate the Joslyn
Senior Center and the community room thereby establishing a subtle boundary.
E. PHASE 11 18-ACRE SITE UPDATE
Ezell James reviewed the update provided to the Commission.
Conceptual design drawings of four models for the single-family project were
displayed. E. James stated that Kristy Hanson presented these drawings to the
Adhoc Subcommittee at their last meeting and were approved. The models
include 2 single -story homes and 2 two-story homes consisting of three and four
bedrooms. The square footage will vary from 1568 to1632.
Also discussed at the Adhoc meeting were the senior villas. Linda Ward's concerns
were addressed.
Staff advised that the senior villas and the community room concepts will be
forwarded to the Architectural Review Committee this month for approval and then
to the Planning Commission.
L. Sullivan questioned the Commission's role with regard to approving the projects,
and conveyed that it appeared like the Commission was not being made part of the

approval process. Staff explained that since these are Redevelopment Agency
projects, not funded bythe Housing Authority, technically it did not require approval
of this body, but would be provided to the Commission as informational. Input from
this Commission is very important when implementing projects such as these
which is the reason for including Housing Commission members on the Adhoc
Subcommittees.
F. PALM DESERT REDEVELOPMENT AGENCY ORGANIZATIONAL CHART
In follow-up to the Commissions request at the last meeting, Justin McCarthy
provided an organizational. chart of the reorganization that occured with the
departure of Terre La Rocca. He gave an overview of the primary duties and
responsibilities of staff. Advised the Commission to contact Janet Moore with
questions with respect to Housing Authority Properties, and Lauri Aylaian with
questions to projects that are in development or implementation. Dave Yrigoyen
and Justin McCarthy will also be available to answer any questions from the
Commission pertaining to Redevelopment and Housing forthe City of Palm Desert.
G. DESERT ROSE UPDATE
J. Moore reported that several houses are in the process of being resold. The
highest selling price at Desert Rose is a three bedroom home for $114,000.
lX. NEXT MEETING DATE:
J. Moore announced that the Council will meet once in November due to the
observance of two recognized Holidays. They are moving their first meeting to
the third Thursday as opposed to the second Thursday. Based on this, staff will
ask the Housing Commission in October for permission to move their November
meeting to the third Wednesday.
Miscellaneous
Larry Saindon reported that he would not be able to attend the next Housing
Commission meeting as he will be on vacation.
X. ADJOURNMENT
With members of the Housing Commission concurrence, Chairman Saindon
adjourned the meeting at 5:05 p.m. The next regularly scheduled meeting is set
October 13, 20 4 at 3:30 p.m.
