REQUEST: Establishment of a Parks and Recreation Ad -Hoc Committee

Recommendation
By Minute Motion:
1. Authorize staff to establish a Parks and Recreation Ad -Hoc
Committee consisting of two City Councilmembers and two
Coachella Valley Recreation and Parks District Board Members,
in an effort to enhance communication/collaboration when
addressing the City's growing recreational needs.
2. Designate two Councilmembers to serve as City representatives
for the proposed Parks and Recreation Ad -Hoc Committee.
Executive Summary
In an effort to enhance communication and collaboration with the Coachella
Valley Recreation and Parks District (CVRPD), the City Council directed staff to
investigate the feasibility of implementing a "2x2" committee with the District.
Staff also ascertains that such direct communication would benefit the existing
relationship. However, such a committee should be established on an ad -hoc
basis to discuss issues of mutual importance requiring more detailed discussion
between representative of both agencies. A permanent committee of this nature
is unnecessary as routine issues are adequately addressed by the City's Parks
and Recreation Commission and would lead to a duplication of effort.
Discussion
The City formally established it's Parks and Recreation Commission in December
1976. The primary function of the Commission is to review and formulate
recommendations to the City Council on any park/recreational matter. The
Commission is composed of nine City Council appointed members. In addition,
representatives from both the Young Men's Christian Association (YMCA) and
the CVRPD are invited to attend, but are not always present. Meetings are
currently held on the second Wednesday of each month.

City staff continuously interacts with the YMCA and the CVRPD on a multiple of
issues including, but not limited to, special events, park maintenance, new facility
construction, and other issues of interest that require the Commission's review.
The CVRPD is recently under new management/direction and City Staff feels
there is a current need to enhance communication and collaboration between our
agencies.
In an effort to better address the community's growing recreational needs, the
City Council directed staff to investigate the feasibility of implementing a "2x2"
committee with the CVRPD. Staff also ascertains that such direct
communication between the Council and the District Board would only enhance
the existing relationship. However, such a committee would not be required for
the long-term and should be created on an ad -hoc basis.
This temporary committee would be driven by the goal of discussing long range
planning, specifically as it relates to improving coordination of matters concerning
City facilities and programs. The Parks and Recreation Ad -Hoc Committee can
also be reconvened if similar issues arise in the future.
