Recommendation
1. By Minute Motion, authorize staff to advertise and call for Request for Proposals
(RFPs) for recycling consulting services for the City of Palm Desert.
Background
At the City Council's request, staff evaluated alternatives in enhancing the City's Recycling
Program. Specifically, by increasing and implementing new programs, which results in
diversion of additional tonnages from local landfills and maintains the 50% waste diversion
mandate under the California Integrated Waste Management Act (AB 939).
Little information exists concerning the volume of waste or recyclables collected from gated
communities. Subsequently, Waste Management recently conducted a one -week survey of
these gated communities. Unfortunately, this analysis was conducted during the "off'
season and the incomplete data received restricted our analysis. What staff did ascertain
from the survey is that there is a direct correlation between recycling participation/volume
and areas with automated waste removal services.
To obtain an improved understanding of how we can promote and enhance the City's
recycling program in both commercial and residential sectors, staff recommends seeking
the services of a consultant who can conduct a more detailed survey and analysis. Staff
estimates the cost of this project at $75,000 and it will be completed within 180 days after a
contract is finalized.
These efforts will assist staff in identifying not only the types of programs needed, but also
where we should be focusing our recycling promotion efforts. The RFPs will request that
the recycling consultant assist the City with the following tasks and activities:

a. Survey/assess residential and commercial recycling programs and services to
develop recycling information including volumes, participation rates, and weekly
setout rates.
b. Identify specific areas with low participation rates to target for recycling
campaigns.
c. Develop program improvements and new programs for individual businesses,
residences, and organizations.
Once submitted RFPs are reviewed, staff will return this item with its selection
recommendation for the City Council's consideration.

RECYCLING CONSULTING SERVICES
1. Compilation of data related to residential recycling. Data will be gathered
through research and surveys with results to include: the type of collection
(manual, automated, semi -automated, backyard), size of container (bin or
cart), participation and setout numbers/rates for residential accounts in
Palm Desert. The data will be shown in monthly and annual totals. The
final report will include a summary of all recycling data and
recommendations to improve, expand or add programs and recycling
services within the City of Palm Desert. The City expects the data and all
associated reports within 90 days of a notice to proceed.
2. Performing waste assessments of the top 40 commercial waste generators
within the City of Palm Desert. Waste assessments will include a complete
analysis of the waste stream, current recycling and disposal
methods/activities, and recommendations for additional waste reduction.
The recommendations will be made in the form of a waste reduction plan
for each business assessed and will include an implementation schedule.
The City expects the data and all associated reports within 180 days of a
notice to proceed.
