REQUEST: Staff requests that City Council open the 30-day Public Comment
Period to hear comments relative to the City's Community
Development Block Grant (CDBG) One -Year Action Plan for FY
2005/06 and to open the FY 2005/06 CDBG Application process.

Recommendation:
Staff requests that City Council take the following actions:
1. Open the 30-day Public Comment Period on the Community Development Block Grant
One -Year Action Plan for FY 2005/06; and
2. Open the Community Development Block Grant Application process for FY 2005/06.
No further action is required at this time.
Executive Summary:
The City's Community Development Block Grant (CDBG) is entering its third -year as a Direct
Entitlement Jurisdiction. In order to commence with the application process there must be a
public hearing before the City Council to receive comments from the general public and open
the 30-day Public Comment Period. The comment period is for the residents, non-profit
organizations, and local businesses to provide comments or feedback regarding the CDBG
Program. This process will officially start the FY 2005/06 (31St Year) cycle and opens the
process to receive applications for review. This process will culminate with recommendations
for grant awards by the Outside Agency Funding Committee to City Council which will be
included as part of the Annual One -Year Action Plan.
Discussion:
The Community Development Block Grant funding cycle will be for FY 2005/06 year. The City
is entering its third year as a Direct Entitlement City with an estimated funding amount (based
on FY 2004/05) of $415,000. The U.S. Department of Housing and Urban Development (HUD)
will not know the actual allocation to the City of Palm Desert until the Federal budget is
approved.

NOTICE IS HEREBY GIVEN THAT a public hearing will be held by the City of Palm
Desert to receive public input and recommendations pursuant to the Housing and
Community Development Act of 1974 as amended regarding Community Development
Block Grant (CDBG) 31stYear Grant Application process. The City is in the process of
considering proposals for FY 2005/2006 Community Development Block Grant (315t
Year) Entitlement Funds and receiving public community pursuant to the City's Citizen
Participation Plan.
Projects that are eligible to receive funding are those, which benefit the very low to low,
and moderate -income population within the community such as seniors, developmentally
disabled, victims of domestic violence, homeless, etc. Programs and projects such as
park development, public facilities development or repairs, recreational facilities,
housing, and community service programs are.eligible. Funds are awarded based on
the following breakdown (1) 65% of CDBG funds are awarded to capital improvement
and housing types projects; (2) 15% is awarded to community service programs; and (3)
20% administrative,
If anyone would like to make a presentation to City Council on behalf of an organization,
for possible consideration for CDBG Funding, a representative from the organization
should be present at the December 9, 2004, City Council meeting starting at 4:00 p.m.

CITY NO LATER THAN WEDNESDAY, FEBRUARY 9, 2005, BY 6:00 P.M.
THE CITY COUNCIL WILL CONSIDER PUBLIC COMMENT AND REQUESTS FOR
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING AT ITS MEETING OF
THURSDAY, DECEMBER 9, 2004, AT 4:00 P.M. OR SOON THEREAFTER.
All interested parties should attend the City Council Meeting of December 9, 2004, at
4:00 p.m. or soon thereafter to present ideas and proposals for the
City's use of the 31stYear Community Development Block Grant Funds.
