Artwork Proposal from Michael Watling Recommendation: By Minute Motion concur with the Art in Public Places Commission's approval for the applicant (Lowe Stone Eagle Corp.) to commission Michael Watling to create an artwork for the Stone Eagle Development in the amount of $65,000. Discussion: The Art in Public Places Commission unanimously voted to approve the design by Michael Watling at its meeting on June 16, 2004. Mr. Watling is proposing to create a stone eagle from the native desert varnish granite that has been extracted from the Stone Eagle project site. The abstracted eagle will be approximately 10 feet tall, 30 feet long and 6-8 feet wide. The artwork will weigh 40-50 tons, exclusive of the foundation. Mr. Watling describes the piece as a three dimensional artistic expression of the Stone Eagle Development's project logo. The eagle will be comprised of approximately 30 native stones that have been shaped and pinned them together with brass and steel pins. Mr. Watling will be very selective in his choice of stones. Carving will be done only in the head area, where the most obvious cues to eagle identification exists and at the joints where stones abut. Other surfaces will remain as natural and unmarked as possible. DESCRIPTION: The piece is a three dimensional expression of the project logo. It will be made by flattening adjacent surfaces of the native stones and pinning them together with substantial brass or steel pins. Each joint is to be left one to several inches or so open, showing the construction method and allowing light to pass through the piece. Alternatively, the joints may be made flush after both methods have been tried. Selection and handling of the stones is critical. Carving is to be used only in the head area, where the most obvious cues to eagle identification exist and at the joints where stones abut. Other surfaces will remain as natural and unmarked as possible. The maquette shows the actual form in a conceptual way but is not to be confused with a scale model. Selection of the original stones is the key. The final figure will be abstract enough to reflect the mountains in the background but figurative enough to be the project identifier, even for the uninitiated. SCOPE OF WORK: The Watling Company proposes to do all selection and movement of stones, carving, sawing and fastening into the final figure, provision of all tools and materials (diamond saws and drills, brass pins, adhesives, etc.) as well as engineering and foundation as required. We will also attend and participate in any Art in Public Places or other meetings required by the city of Palm Desert and see to building permits if deemed necessary. It is further understood that participation in publicity and promotion of the project are an integral part of the artist's responsibility. Mr. Watling agrees to participate fully in such activities. LIGHTING: This project requires lighting but none is included in this proposal. ENGINEERING: The Watling Company will provide specifications by a State certified engineer at the appropriate time.
