REQUEST: Approval for Soil Testing Services

Recommendation:
By Minute Motion, staff requests that the City Council/Agency Board permit
Public Works Department/Redevelopment Agency to use listed soils testing firms
for various projects.
Discussion:
Soils' testing is an essential part of road construction or asphalt overlay. When these
services are necessary, phone quotations are generally solicited. In an effort to
eliminate the repetition of this procedure, the Public Works Department prepared a
generic list of typical services and sent them to five local soil testing firms. Staff intends
to update this proposal annually.
Public works would like to use the service of all five firms on various_ projects. These
firms responded with prices that were comparable to one another, and based upon the
professional services rendered by these firms in the past, they are also of similar quality
and expertise.
Only local firms were solicited due to the charge for traveling time and mileage by soils
testing firms. In addition to this, response time is often essential to the testing
requested. Firms will be selected upon availability and expertise (i.e. field personal
available for work), within any give project perimeter. It is our intention to rotate through
the approved list to present opportunity to each responding firm.

Corporation, Sladden Engineering, Inc., MacTech, Inc., and Landmark Geo Engineers

for our most frequently requested services. Professional services not listed may be
available and quoted on request. Please contact us for a scope of services and estimate of
fees for your specific projects.
Note that we now list personnel rates for Public Works projects separately. These rates
are for any project subject to California Prevailing Wage Laws. We provide Certified
Payrolls for Public Works projects upon request.

GENERAL FEE AND BILLING INFORMATION
l . Field testing and inspection times for projects other than Public Works are subject
to a 2-hour minimum charge. Charges are calculated in 1-hour increments, and
time is accumulated on a portal-to-portal basis.
2. Public Works projects will be billed a 4-hour minimum and in 4-hour increments.
3. Preparation and/or travel time will be charged at the hourly rate unless otherwise
noted.
4. Subcontractors or other outside services are charged on a cost plus 20 percent
basis.
5. Materials are charged on a cost plus 20 percent basis.
6_ The per dicm charge for out of town work is cost plus 20 percent or a minimum of
$120.00 per night per employee whichever is greater.
7. Fees quoted in this fee schedule are for work performed during the regular
business day. Work performed before 7 a.m. or after 5 p.m. will be charged at
time and one-half. More than 8 continuous hours of work, Monday through
Friday, and all Saturday work will be charged at time and one-half. Holidays and
Sundays will be charged at double time.
8. Project cost proposals can be generated upon request with special consideration
given to projects involving continuous service for extended periods.
9. Prices are subject to change without notice.
10. Payment is due upon presentation and past due 30 days from the invoice date.
Past due accounts are subject to.service charges of 1.5 percent per month.
11. Mileage will be charged portal-to-portal from the appropriate office at a rate of
$0.60 per mile when zone charges are not applicable.
12. Minimum report charge is $250.00.
13. Minimum plan review with signature is $300.00.
14. Minimum consultation charge is $300.00.
15. Minimum laboratory charge is $150.00.

Minimum Time Charges
Minimum charges apply based on the appropriate hourly rare, as follows:
2 hour minimum! Per call out, when work not available
4 hour minimum: For work up to 4 hours per call out
9 hour minimum: For work over 4 hours per call out.
Travel Time
For work performed within 100 miles of Mactec's Los Angeles office, no travel time will be charged unless it is
in conjunction with sample delivery to our laboratory.
Sample Pick up
There will be a $60 charge for sample pick up, delivery to our laboratory and processing if the sample
pick up/delivery is the only service requested. Prevailing wage sample pick up/delivery services performed in con-
junction with other construction related inspection or testing services will be charged through the specific
hourly personnel rates only.
Other Direct Charges
Field services that require specially trained personnel. because of the presence of hazardous materials, as defined
by the Hazardous Waste Operations and Emergency Response Act, 29 CFR 1910.120, will have a surcharge
imposed. Required levels C & D personal protection will be surcharged at 10% of the above hourly rates, and
required levels A and B personal protection will be surcharged at 25% of the above hourly rates.
Expert witness services, including trial preparation, depositions, and court appearances will be charged at 1.5 times
the above rates, with a minimum charge of 4 hours per day for depositions and court appearances.

Outside services performed by others and direct expenses incurred en the client's behalf are charged at 1.15 times
our cost. Such items include, but are not limited to, outside consultants and testing laboratories, rental and
operation of drilling, bulldozing, other field equipment, non -reusable equipment, blueprinting, long-distance
communications, subsistence, transportation charges, auto rental, freight, and any special permits and Inspection
fees.
Insurance
MACTEC, maintains General Liability Insurance for bodily injury and property damage with an aggregate limit of
$1.000,000 per occurrence for its own account and will furnish certificates of such insurance upon request. In the
event the client desires additional coverage, we will, upon the client's written request, obtain additional insurance at
the client's expense.
