HomeMy WebLinkAboutPublic Works and Redevelopment Agency - Soil Testing ServicesCITY OF PALM DESERT/REVELOPMENT AGENCY PUBLIC WORKS DEPARTMENT STAFF REPORT REQUEST: Approval for Soil Testing Services SUBMITTED BY: Mark Greenwood, P.E., City Engineer DATE: July 8, 2004 CONTENTS: Rate Schedules Recommendation: By Minute Motion, staff requests that the City Council/Agency Board permit Public Works Department/Redevelopment Agency to use listed soils testing firms for various projects. Discussion: Soils' testing is an essential part of road construction or asphalt overlay. When these services are necessary, phone quotations are generally solicited. In an effort to eliminate the repetition of this procedure, the Public Works Department prepared a generic list of typical services and sent them to five local soil testing firms. Staff intends to update this proposal annually. Public works would like to use the service of all five firms on various_ projects. These firms responded with prices that were comparable to one another, and based upon the professional services rendered by these firms in the past, they are also of similar quality and expertise. Only local firms were solicited due to the charge for traveling time and mileage by soils testing firms. In addition to this, response time is often essential to the testing requested. Firms will be selected upon availability and expertise (i.e. field personal available for work), within any give project perimeter. It is our intention to rotate through the approved list to present opportunity to each responding firm. Funds are available for these services in the respective project accounts. Field testing and inspection times for projects other than Public Works are subject to a 2-hour minimum charge. Charges are calculated in 1-hour increments, and time is accumulated on a portal-to-portal basis. 2. Public Works projects will be billed a 4-hour minimum and in 4-hour increments. 3. Preparation and/or travel time will be charged at the hourly rate unless otherwise noted. 4. Subcontractors or other outside services are charged on a cost plus 20 percent basis. 5. Materials are charged on a cost plus 20 percent basis. 6_ The per dicm charge for out of town work is cost plus 20 percent or a minimum of $120.00 per night per employee whichever is greater. 7. Fees quoted in this fee schedule are for work performed during the regular business day. Work performed before 7 a.m. or after 5 p.m. will be charged at time and one-half. More than 8 continuous hours of work, Monday through Friday, and all Saturday work will be charged at time and one-half. Holidays and Sundays will be charged at double time. 8. Project cost proposals can be generated upon request with special consideration given to projects involving continuous service for extended periods. 9. Prices are subject to change without notice. 10. Payment is due upon presentation and past due 30 days from the invoice date. Past due accounts are subject to.service charges of 1.5 percent per month. 11. Mileage will be charged portal-to-portal from the appropriate office at a rate of $0.60 per mile when zone charges are not applicable. 12. Minimum report charge is $250.00. 13. Minimum plan review with signature is $300.00. 14. Minimum consultation charge is $300.00. 15.
