By minute motion, that the City Council reject all bids; and 2. Direct staff to redesign and rebid the project; and 3. Authorize Change Order no. 1 to Contract No. C21140-Afor an amount not to exceed $15,000 to complete the redesign. Funds are available in Parks and Recreation Fund 430. Background: The site for the Palma Village Neighborhood Park is located at the northeast corner of De Anza Way and San Carlos Avenue. The property, which is approximately two acres in size, was identified as a park site in the Palma Village Specific Plan (June 1985). In December 2001, the City purchased the site for a park and directed staff to begin the design process. The current design, which reflects the neighborhood input, was approved by the City Council in April 2003. The layout includes a tot lot, basketball court, sand volleyball court, picnic pavilions, small water feature, flower garden, synthetic putting green, restroom, and open turf area. Staffwasthen directed to proceed with the construction documents phase and solicit bids to construct the park. Discussion: Bids were opened at 3:30 p.m. on Monday, June 14, 2004. Two bids were received and the results were as follows: James E. Simon Company (Indio) 4-Con Engineering, Inc. (Fontana) $1,232,781.10 $1,303,621.50 The amount of the lowest bid received ($1,232,781.10) was 26% higher than the engineer's estimate of $910,323. The estimate was completed fourteen months ago just prior to the start of the construction document phase for the park. Since that time, construction activity has continued to increase driving up the demand for qualified contractors which, in turn, has resulted in higher project costs. In addition to the limited number of qualified contractors, the increased cost of materials (primarily steel and concrete) have also driven project costs up. Staff recommends that the City Council reject all bids and direct staff to redesign and rebid the project. During the redesign, staff will evaluate each park component for need and identify cost -saving opportunities which may result in revising or removing some of the amenities. Staff has contacted Community Works Design Group, the park consultant, and discussed the possible redesign and additional design fees. Depending on the scope of the redesign and the extent of additional engineering necessary, they indicated that an amount not to exceed $15,000 would cover the changes.
