Accept PM-10 clean up services by CleanStreet for streets in Palm
Desert as proposed in their letter.
Discussion:
Cleanstreet is the contractor performing the Regional Street Sweeping Program
contract administered by the Coachella Valley Association of Governments
(CVAG).
When wind events occur and streets accumulate sand beyond the scope of
sweeping conditions in the CVAG contract, it is the responsibility of the city to
arrange for the clean up to bring the streets to an acceptable sweeping condition.
In the past, Palm Desert has accomplished the work with city staff and equipment
or contractor services. Responding to post wind event clean ups diverts the city's
limited resources from scheduled work and projects and the use of contract
services is practical and desirable. However, obtaining a contractor capable of
performing the work is near impossible.

As part of the Regional Street Sweeping Program, CleanStreet has identified the
special needs of valley cities regarding post event clean up and developed a
program that can provide the necessary manpower and equipment to accomplish
the work quickly and efficiently at a reasonable cost. It is Public Works staff
recommendation the services proposed by CleanStreet be accepted for the
duration of their Regional Street Sweeping Program contract with CVAG.
Funds are available for this work in account 110-4310-433-3320 and agencies
can be reimbursed 88% of the cost for this additional work through CVAG.

Re: Clarification of Protocol for Additional PM10 Services
Dear Mr. Bassler,
We are seeking a clarification of our responsibilities for additional PM10
cleaning services that would become effective June 14, 2004.
We are striving to achieve 100% of our PM10 elimination goals as set forth
in our agreement.
The following is a proposal for our providing additional service when the
criteria of 25 MPH winds is met and when blow sand is curb level and
requires more than three passes with a Tymco 600 Air Sweeper.
When this criteria is met the agency has the responsibility to clean the
roadway of blow sand. The agency is free to accomplish this work in a
manner it deems appropriate. The agency may or may not use CleanStreet
services. CleanStreet is obligated to provide these services if requested
by the agency.
CleanStreet is motivated to provide high quality services at a very
reasonable cost in order to encourage agencies to use our services.
Services
1. Traffic Lane Clearing
During wind events, sand can encroach into traffic lanes on a frequent
basis. We will provide a two man crew with shovels and a Vac All sweeper
to your locations at a cost of $95.00 per hour, one hour minimum charge,
with one additional hour allotted for travel. Debris collected will cost an
additional $15.00 per ton if a cost free dumpsite is not available.

2. Heavy Sand Removal
On certain streets the sand accumulates up to and in excess of 15 tons per
half mile of roadway.
Heavy sand is best removed with loaders and dump trucks. We will
provide the following equipment at the following costs:

Whenever possible we will attempt to bring the blow sand to a destination
without cost. When that is not possible the debris cost will be $15.00 per
ton.
3. Final Sweep
Some agencies may prefer to remove the bulk of the sand with their own
staff and equipment.
Once the agency has completed its work we will come and do a final,
thorough sweeping of the street curb to curb to remove all sand possible.
There will be a one hour minimum charge at a cost of $80.00 per hour.
I hope this protocol is acceptable to everyone. We remain flexible and
anxious to get this issue resolved in a way that's good for everyone.

Chronic Blow Sand Overview
There are approximately 13 locations on the regional schedule that are
routinely severely impacted by blow sand when winds exceed 25 mph.
Please see attached list. We anticipate identifying additional sites as we
become more and more familiar with our responsibilities. These chronic
hot spots require additional PM10 cleaning services.
CleanStreet is contractually obligated to provide these services.
CleanStreet is entitled to compensation for these additional services.
The protocol for these services require the responsible agency to order
these additional services and to coordinate and supervise the work and to
compensate CleanStreet as necessary. The agencies are entitled to re-
imbursement from CVAG for 88% of the cost of these services.
Since the inception of our contract on April 26, 2004, there have been six
consecutive weeks of winds exceeding 25 mph. CleanStreet has provided
approximately 20 to 40 machine hours per week and incurred tipping fees
in excess of $3,000 cleaning these 13 chronic blow sand areas. To date
CleanStreet has provided this extra PM10 blow sand work voluntarily and
without compensation.
CleanStreet seeks to clarify the terms and requirements of the contract and
to implement the protocol and compensation envisioned by the contract
beginning June 14, 2004.
