Spencer Knight, Landscape Manager Progressive Growers PO Box 2045 Vista, CA 92085 June 10, 2004 Proposal Vicinity Map Contract No. C22840 Recommendation: By Minute Motion: Accept proposal from Progressive Growers of Vista, California, in the amount of $18,769.40, for contract growing of annual color for El Paseo medians and the Civic Center Park. This amount includes tax and delivery. Discussion: The City of Palm Desert changes the annual color on the El Paseo Medians, Civic Center Park, Visitors Center and Portola Community Center two times per year. In order to ensure a reliable source of quality stock, Landscape Services staff contracts with a grower on an annual basis to produce the stock. A request for proposal was sent to various vendors and an invitation to bidders was posted for five days on the City's bulletin board. The results are as follows: Arakawa Nursery (Corona, CA) Progressive Growers (Vista, CA) Premier Growers (Fallbrook, CA) Armstrong Growers (Bermuda Dunes, CA) $14,451.08 $18,769.40 $23,033.17 $34,547.45 Arakawa Nursery was the successful bidder for 2003 - 2004 and provided substandard material. In last year's bid, Mr. Arakawa underbid one plant species and at the last minute notified the City he was not going to be able to supply the plant. Also, another species was delivered with a soil fungus infection. Arakawa Nursery did replace the material with healthy stock. In the present bid being considered, staff noticed one plant species that was underbid again. When staff questioned the underpricing, Mr. Arakawa seemed unaware of the issue. Unsolicited by staff, Mr. Arakawa submitted a modified bid with ten price changes on it. With these price changes, Arakawa Nursery was still low bidder. However, based on last year's substandard material and this year's pricing inconsistencies, staff requests that the 2004/2005 Annual Color order be ordered from the next lowest bidder, Progressive Growers. Funds are available in Account No. 110-4610-453-2190 and 110-4611-453-3320. Therefore, staff recommends that the City Council, by minute motion, accept the proposal from Progressive Growers of Vista, California. Submitted By: H.
