Approve a six-month extension on this issue to allow Time Warner Cable and Waste Management of the Desert adequate time in considering potential solutions in locating additional off- street parking for their employees. Discussion Staff evaluated the parking conditions in the Lennon Place and Eclectic Street area, as directed by the City Council at the April 8, 2004, meeting at the request of Mr. C. J. Masseudi, owner of CJ's Diner. The proximity of Time Wamer Cable and Waste Management of the Desert is partially responsible for this parking shortage. Both operations have employee vehicles utilizing public street parking, resulting in an increased demand than anticipated and leads to public parking being utilized during working hours. Installation of time -limited parking will not improve this situation, and will most likely make the parking condition worse. G:\CityMgr\Stephen Aryan\Word DatalAgenda Reports\Lennon Place Parking Shortage.doc Staff Report - Parking Shortage on Lennon Place and Eclectic Street Page 2 of 3 June 10, 2004 We have performed an analysis of angled parking, and concluded that the street width was not wide enough to safely accommodate this type of parking. In addition, very few additional spaces would be created. Staff has also considered establishing time -limited parking at this location. However, the City does not have a parking enforcement program. Without an effective parking enforcement program, time limits will be completely ineffective. Establishing time -limited parking is also very likely to spread the current parking problem to an even larger area, as it does nothing to resolve the high demand for all parking. Time -limited parking currently exists in a few areas of the City, including in front of 73-280 Highway 111, on Tamarisk Drive, and in the Presidents Plaza parking lot adjacent to Portola Avenue. Enforcement is currently done through citizen complaints. Code Enforcement Officers will monitor and issue warnings, however, only the Police can issue a citation to fine. If we were to consider establishing a parking enforcement program, there are two possible solutions. One, would be to add an additional police officer to avoid impacting other enforcement programs, or two, create a parking enforcement program utilizing Code Enforcement Officers trained and dedicated to the program. At the request of the City Manager on May 13, 2004, the Council directed Staff to meet with Time Warner Cable and Waste Management representatives. On May 26, 2004, staff met with these representatives to investigate potential solutions to mitigate the increased use of public parking by their employees. Both parties appeared cooperative in working with the City to resolve this issue. Waste Management will be investigating potential options that include reorganizing their operations to provide additional on -site parking, property acquisition, and working with the City in acquiring off -site parking. Waste management also indicated that they might explore relocating adjacent to Interstate 10. Time Warner staff also indicated that they recognize their site is too small for their current operations and are investigating potential relocation sites. Staff has sent correspondence to these organizations indicating the City's concerns, so they may present this information to their respective Board of Directors to discuss long-term solutions. It appears that the City's only option would be to enact and enforce time -limited parking in this area if a solution to your employee parking issue cannot be found. Therefore, the City appreciates your organization's willingness to investigate this matter further to achieve a workable solution in mitigating this issue. On June 10, 2004, the City Council will consider granting a six-month moratorium on this issue, allowing your staff and corporate officials adequate time to consider potential solutions to alleviate the current parking conditions.
