CALL TO ORDER Chair Larry Saindon convened the meeting at 3:30 p.m. 11. ROLL CALL Present: Members Absent: Roger Dash Carrie McLeod Manny Reyes Larry Saindon Leo Sullivan Jane Turner Linda Ward Also Present: Terre La Rocca, Director of Housing Janet Moore, Senior Management Analyst Bryce White, Senior Construction Contract Administrator Ezell James, Housing Programs Coordinator James Conway, Construction Maintenance Inspector Patty Leon, Recording Secretary Guest(s): Teresa Vakili, RPM Regional Supervisor III. ORAL COMMUNICATIONS Larry Saindon congratulated Ezell James as the 2004 Hall of Fame Recipient . He received the Outstanding Alumni Award given to former students of College of the Desert on April 24, 2004. Housing Commission Minutes May 12, 2004 IV. CONSENT CALENDAR A. MINUTES of the Regular Housing Commission meeting of April 14, 2004. With a motion made by Leo Sullivan and seconded by Jane Turner, the minutes were unanimously approved as presented. V. INFORMATIONAL ITEMS A. COMMISSION REPORTS No reports B. SUMMARY OF COUNCIL, HOUSING AUTHORITY, REDEVELOPMENT AGENCY ACTIONS T. La Rocca reviewed the memo provided to the Commission of agenda items and actions. C. RPM MONTHLY STATUS REPORT (APRIL) The Monthly Status Report for April was reviewed by the Commission. Carrie McLeod inquired if the maintenance staff at our Housing Authority properties have master keys, and what are the restrictions for entering occupied units. Teresa Vakili responded that tenants must give permission, during the execution of the lease agreement, or schedule an appointment with the sales office to enter their units, unless there's an emergency or the request is of a routine nature such as changing the AC units from heat to cool or visa -versa. D. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT (APRIL) Report #1 for April was reviewed by the Commission. E. REPORT #2 - MONTHLY NET OPERATING INCOME STATEMENT (MARCH) Report #2 for March was reviewed by the Commission. 2 Housing Commission Minutes May 12, 2004 F. HOUSING AUTHORITY PROPERTIES NEWSLETTER (MAY) Newsletters were reviewed by the Commission. G. DESERT SUN NEWS ARTICLE - "NEW HOUSING DEVELOPMENT OFFERS HOPE FOR NEW BUYERS" A copy of a news article from the Desert Sun was provided to the Commission as information. Terre La Rocca reviewed the article stating a new local non-profit organization is providing assistance to low income families within the valley in addition to Coachella Valley Housing Coalition. H. A DANIEL WEINTRAUB ARTICLE PUBLISHED APRIL 27, 2004 A copy of a Daniel Weintraub article regarding Inclusionary Housing was provided to the Commission for review. VI. NEW BUSINESS A. CALIFORNIA VILLAS RENOVATION PROJECT Rec: By Minute Motion: That the Housing Commission approve and forward recommendation to the Palm Desert Housing Authority to authorize the award a contract to V2C Group, Inc., for construction management services for the California Villas renovation project Action: Motion was made by Carrie McLeod and seconded by Linda Ward to approve and forward recommendations to the Palm Desert Housing Authority to award a contract to V2C Group, Inc., James Conway reviewed the staff report stating four firms submitted proposals for construction management services of the renovation project at California Villas, and V2C Group was chosen as the best qualified. V2C Group will assist staff with managing the exterior renovation. 3 Housing Commission Minutes May 12, 2004 B. CHANGES TO THE 2004-2005 OPERATING CAPITAL AND REPLACEMENT BUDGET Rec: By Minute Motion That the Housing Commission approve and authorize changes to the 2004- 2005 operating capital and replacement budget and request the Finance Director to include them in the City of Palm Desert Comprehensive Financial Plan for 2004-2005 Action: Motion was made by Leo Sullivan and seconded by Manny Reyes to approve and authorize changes to the 2004-2005 operating capital and replacement budget and request the Finance Director to include them in the City of Palm Desert Comprehensive Financial Plan for 2004-2005 As a follow up to the Commissions concerns addressed at the previous meeting regarding the bank charges, Janet Moore stated that a complete review of the actual bank charges for previous years was conducted with the Finance Director and RPM's accounting staff. Due to the elimination of the sweep account the budget has been adjusted to a standard amount of $250.00 per complex to cover such things as checks, deposit slips and endorsement stamps. Additionally, staff has included a budget for Laguna Palms rehabilitation. When a capital expenditure is expected an estimated amount should be budgeted to set -aside the money for that purpose. VII. CONTINUED BUSINESS VIII. REPORTS A. HOME IMPROVEMENT PROGRAM UPDATE An update on the Home Improvement Program was provided to the Commission for review. Bryce White reported 12 homes in progress. The program continues to be self- sustaining allowing CDBG funds to be expended on other projects. B. PALM VILLAGE APARTMENTS Bryce White provided a tentative schedule of the construction of the Palm Village 4 Housing Commission Minutes May 12, 2004 Apartments. He gave a brief overview of the various preparations in order to obtain approval of the project. C. HOUSING AUTHORITY PROPERTIES UPDATE James Conway reviewed the update on the Housing Authority properties provided to the Commission. Leo Sullivan inquired if the proper guidelines for contractual services will apply with Restora for the floor treatment at Desert Pointe as directed by two council members noted on the update. Terre La Rocca clarified that council does not direct staff to utilize specific contractors but can make recommendations, as previously done during our Housing tours. In this case, it was the entire council who suggested considering Restora for the floor treatment based on the quality of work performed. D. HOVLEY GARDENS/PHASE II UPDATE; 42ND STREET SIDEWALKS; FIRST TIME HOMEBUYERS/RENTAL SUBSIDY PROGRAMS UPDATE; CATALINA GARDENS COMMUNITY ROOM Ezell James reviewed the updates of projects provided in a memo. A second meeting was requested by the Adhoc Subcommittee to finalize the changes made to the First Time Homebuyers Program for final approval. Due to conflicting schedules, a meeting has been tentatively scheduled for June 16, 2004. Time to be advised. E. DESERT ROSE UPDATE Terre La Rocca reported five properties currently in the process of being acquired by the Agency. As previously mentioned at the last meeting, the Agency was directed by the Council to hold properties pending the extension of El Dorado. Staff will request release of those units not located on Blueberry Lane. IX.
