Recommendation:
By Minute Motion:
1. Increase the scope of Contract No. C22300 to include the
engineering hydrology study for the Monterey Avenue
Storm Drain between Fred Waring Drive and the
Whitewater Channel.
2. Appropriate $82,830.00 from un-obligated Fund 420 to
the project account.
3. Approve the increase of Contract No. C22300 in the
amount of $75,300.00.
4. Set aside at 10% contingency.
Executive Summary:
Monterey Avenue between Fred Waring Drive and the Whitewater Channel is
scheduled for resurfacing this year. Staff has concerns regarding the adequacy
of the storm drain in this particular area, and is recommending a study be
conducted to determine whether or not the storm drain will require an increased
pipe, prior to the resurfacing.
Discussion:
On May 27, 2004, City Council awarded the construction contract for the 2004
Resurfacing Program to Granite Construction, of Indio, California. Identified

within this annual program is Monterey Avenue between Fred Waring Drive and
the Whitewater Channel.
According to the City of Palm Desert's Master Drainage Plan the current storm
drain pipe in that location may be inadequate. Staff would like to have this issue
investigated prior to the resurfacing taking place. Should the storm drain need to
be upgraded, street repairs would be in order and the true resurfacing would take
place after the storm drain work. This would eliminate duplicate work effort,
costs, and inconvenience to the public.
On February 12, 2004, City Council awarded the design of the Portola Avenue,
Country Club Drive, and Cook Street Storm Drain to Harris and Associates, of
Irvine, California, in the amount of $393,945.00. They are currently working on
this project.
As the issue of Monterey Avenue is time sensitive, staff would like to increase the
scope of their current contract to include this investigation. Increasing the scope
of this current contract would also be cost effective as certain hydrology issues
are already being investigated.
Funds are available in un-obligated Fund 420.
Therefore, staff recommends that City Council by minute motion, increase the
scope of C22300 to include the hydrology study for the Monterey Avenue Storm
Drain between Fred Waring Drive and the Whitewater Channel, authorize
increase in contract amount by $75,300.00, set aside a 10% contingency, and
appropriate '-82,830.00 from un-obligated Fund 420 to the project account,

AGREEMENT AMENDMENT
THIS AGREEMENT AMENDMENT to Contract No. C22300, made and entered
into this 24th day of June, 2004, by and between THE CITY OF PALM DESERT,
a municipal corporation, hereinafter referred to as "CITY" and Harris &
Associates hereinafter referred to as "CONSULTANT".
NOW, THEREFORE, the parties hereto agree as follows:
Paragraph 3 of Page 1 of shall be modified to include:
PROVIDE ENGINEERING SERVICES, PERFORM HYDROLOTY STUDIES
AND PREPARE PRELIMINARY INVESTIGATIONS FOR THE MONTEREY
AVENUE STORM DRAIN (LINE 1-9)
