Davies, Engineering Manager DATE: March 25, 2004 CONTENTS: Vicinity Map Recommendation: Receive and file. Executive Summary: The City Council and the Agency Board adopted Resolutions Nos. 03-106 and 480, respectively, at the October 9, 2003, meeting. These Resolutions allow for the storm drain improvements in Project Area No. 4, including the Warner Trail Storm Drain. The purpose of this project is to mitigate existing drainage deficiencies in Drainage Area L, which includes about half of the Palm Desert Country Club west of Wamer Trail and north of Fred Waring Drive. The proposed improvements will provide flood protection for the area in the vicinity of the southwesterly half of the Palm Desert Country Club. On October 23, 2003, the Agency Board awarded the design contract for Warner Trail Storm Drain Improvements to Willdan of Foothill Ranch, California, in the amount of $185,602.00. Discussion: The City of Palm Desert will be installing the storm drain line at the following locations: • From the Whitewater Channel, across Miles Avenue, then north on Warner Trail, across Fred Waring Drive, ending at Mountain View Avenue. • From the intersection of Fred Waring Drive and Wamer Trail, west along Fred Waring Drive to Elkhorn Trail, continuing north on Elkhorn Trail, ending at Indiana Avenue. Staff Report -Informational Item -Warner Trail Storm Drain (Project 510-04) Page 2 of 3 March 25, 2004 The City is working in conjunction with the City of Indian Wells and Coachella Valley Water District to facilitate these storm drain improvements, as both the City of Indian Wells and the Coachella Valley Water District (CVWD) will also be working on various projects in the same area. The City of Indian Wells will be completing the Miles Avenue Bridge crossing at the Whitewater Wash, reconstructing Miles Avenue from the bridge to Washington Street, and reconstructing Warner Trail from Miles Avenue to Fred Waring Drive. They are also installing gravity sewer lines to a local neighbor- hood west of Warner Trail and north of Miles Avenue. CVWD is installing a sewer force main from their plant on Fred Waring Drive, east along Fred Waring Drive, south on Warner Trail, turning west onto Miles Avenue arriving at a new pump station. In addition, they will be installing a sewer force main along Miles Avenue from the new pump station to the intersection of Miles Avenue and Washington Street. They will also be installing new water lines at the same time. It was determined that a joint project would be beneficial for the following reasons: 1. It would minimize the impact to the driving public, since all of the roadwork would be completed at one time. 2. Coordination of one project with one contractor would eliminate potential conflicts. 3. There would be a cost reduction to each entity. This project will be completed in several stages to ensure that the work is coordinated so as to not "destroy" any prior improvements and with the focus that all the work within Miles Avenue, Warner Trail and Fred Waring Drive is completed prior to September 1, 2004.
