ORAL COMMUNICATIONS 1 Housing Commission Minutes March 10, 2004 IV. CONSENT CALENDAR A. MINUTES of the Regular Housing Commission meeting of February 11, 2004. With a motion made by Leo Sullivan and seconded by Carrie McLeod, the minutes were approved with the following correction: Page 7, Section D, Linda Ward clarified a comment she made to possibly incorporate a community center with a swimming pool south of the soccer park as opposed to next to the senior complex project. Roger Dash asked for clarification on page 3 of the minutes regarding the average rent reported on Report #1. Janet Moore reiterated that Report #1 only reflects what is collected from the tenants and not the assistance received from public organizations. She referenced this month'sReport and stated an asterisk is shown to represent those tenants receiving Section 8 subsidy. V. INFORMATIONAL ITEMS A. COMMISSION REPORTS Carrie McLeod stated that the Authority should consider using Form 4506 to verify the tax returns applicants provide as part of the qualifying criteria. It allows lenders to obtain a third party verification of the tax return's first page. The process is explained to borrowers is of no cost to them, and assured this will not trigger an IRS audit. She indicated that this concept first began when tax returns were self -prepared and filed electronically. She expressed a concern with tenants not disclosing all of their income in order to receive a lower rent, since our properties qualifying criteria to provide affordable housing was based on income. Janet Moore stated staff is looking into the feasibility as to whether it's beneficial to us considering the cost and that we are not violating any fair housing issues by not verifying all tax returns. B. SUMMARY OF COUNCIL, HOUSING AUTHORITY, REDEVELOPMENT AGENCY ACTIONS T. La Rocca reviewed the memo provided to the Commission of actions from the City Council meeting of February 12, 2004. 2 Housing Commission Minutes March 10, 2004 C. RPM MONTHLY STATUS REPORT (FEBRUARY) The Monthly Status Report for January was reviewed by the Commis sion. D. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RE STATEMENT (FEBRUARY) NT Report #1 for January was reviewed by the Commission. Clarification was made to the second page of Report #2 which only shows the maximum incomes by category, due to a printing error. It was explained that these limits shown on the report are applicable to a famil of four. Rents are determined base on family size and income. y E. REPORT #2 - MONTHLY NET OPERATING INCOME STATEMENT EMENT Report #2 for December was reviewed by the Commission. Larry Saindon referenced the report and asked about the negative figures shown for Laundry and Other under the Total Operating Income cate g. Teresa Vakili stated that this month's totals for laundry are a data entry eory and will be corrected. The Other is a non -sufficient fund check received or the report was printed that skewed the totals to a negative. after F HOUSING AUTHORITY PROPERTIES NEWSLETTER (MARCH) Newsletters were reviewed by the Commission. G. 2004 FEBRUARY HOUSING AUTHORITY TOUR A summary of the tour was provided to the Commission for review. Terre asked for any items of concern that were not listed in the sum Property handouts were distributed to those commissioners unable attend tothe tour. 3 Action: Housing Commission Minutes March 10, 2004 With regard to the tour of remodeled units, Roger Dash commented on the carpet color being significantly light. Given the fact that those units are considerably smaller and limited to a certain number of people, James Conway agreed, and stated consideration will be given when selecting carpet in the future. Upon inquiry of installing tile versus carpet. It was noted, that the installation of carpet is more economical. H. DESERT SUN NEWS ARTICLE "AREA HOUSING'S AFFORDABILIT DECLINES AGAIN" Y A Desert Sun newsarticle was provided to the Commission as informational VI. NEW BUSINESS A. Notice of Completion California Villas Block Wall Rec: By Minute Motion: That the Housing Commission approve and forward recommendation Palm Desert Housing Authority to file a Notice of Completion for Contract No. HA 21370 California Villas privacy slump stone block wall construction Motion was made by Linda Ward and seconded by Carrie McLeod to approve and forward the recommendation to the Palm Desert Housing Authority to file a Notice of Completion for Contract No. HA 21370 California Villas privacy slump stone block wall construction. James Conway reviewed the staff report, stating all inspections were met and final inspection has been signed off. Desert Pointe Hallway/Staircase Rec: By Minute Motion That the Housing Commission approve and forward recommendation to the Palm Desert Housing Authority to award Contract No. HA ______ to Zeuss Housing Commission Minutes March 10, 2004 Construction, Inc. for hallway/staircase renovation at Desert Pointe Apartments A revised staff report was distributed to the Commission. James Conway stated that a letter was received from Macklin Construction withdrawing his bid as he was unable to provide bonding documentation. The Commission was asked to rescind the award of contract to Macklin Construction and award the contract to the second bidder, Zeuss Construction. It was noted that the difference between the second to the first bid was minor. The following motion was made: Action: Motion was made by Linda Ward and seconded by Manny Reyes to approve and forward the recommendation to the rescind the award of contract to Macklin Construction Carrie McLeod expressed a concern with Zeuss Construction, stating they had performed several improvements at her place of business and they were not satisfactory. Staff mentioned that Zeuss Construction has worked with Bryce White on the Home Improvement Program and to date we have not experienced any issues. James Conway stated he will ensure the overall performance complies with the Contract. Invoices will be paid as the work is accepted, in addition to the Agency withholding a 10% retention until all work has been satisfactorily completed. The Commission made the following action: Action: Motion was made by Leo Sullivan and seconded by Linda Ward to approve and forward the recommendation to the Palm Desert Housing Authority to award a contract to Zeuss Construction, Inc. for hallway/staircase renovation at Desert Point Apartments. Motion was carried by a 6 -1 vote with Commissioner Carrie McLeod voting NO VII. CONTINUED BUSINESS VIII. REPORTS 5 Housing Commission Minutes March 10, 2004 A. HOME IMPROVEMENT PROGRAM UPDATE An update on the Home Improvement Program was provided to the Commission for review. Bryce stated that there are 22 participants currently active in the program. He noted that as a result of the continuous payoff of loans, the HIP program has not been able to expend CDBG funds. Terre informed the Commission, that as a continuing effort to identify funds to construct a community room at Catalina Gardens, the Agency will ask for approval to transfer CDBG monies from HIP to its housing fund. In addition, the Agency has agreed to fund the remaining balance. B. PALM VILLAGE APARTMENTS The plans have been approved through plan check as of Monday. The Agency will move forward with soliciting bids, and is estimated to commence work in approximately 5 to 6 weeks. C. HOUSING AUTHORITY PROPERTIES UPDATE James Conway reviewed the update on the Housing Authority properties provided to the Commission. Upon questioned if an arborist was contacted prior to removing the trees at California Villas, James Conway stated that the city's arborist was contacted. D. HOVLEY GARDENS/PHASE II UPDATE; 42ND STREET SIDEWALKS; FIRST TIME HOMEBUYERS/RENTAL SUBSIDY PROGRAMS UPDATE; CATALINA GARDENS CLUBHOUSE Ezell James reviewed the update memo provided to the Commission. Single-family units: A proposal from Kristy Hanson, Inc. will be provided to the Commission at the next meeting for the architectural designs of four models of the 95 proposed single-family homes. Civil Engineering (18-acre site): Staff is in the process of reviewing a proposal received from Mainiero Smith and Associates to do final civil engineering services of the single-family project of the 18 acre site. 6 Housing Commission Minutes March 10, 2004 San Marino Rehab: In the process of preparing a scope of work. 42' Sidewalks: The project is out to bid and will close March 11, 2004. Eight interested firms picked up plans and specs. Linda Ward expressed a concern with parked cars along the walkway, prohibiting pedestrians the use of the walkway. First Time Homebuyers Program: Ezell James thanked the subcommittee who attended the meeting scheduled earlier that day to discuss the program in more detail. He stated that the meeting was productive and worthwhile. An updated staff report will be provided to the Commission for review and approval at the next meeting. Rental Subsidy Program: Once the First Time Homebuyers Program has been accepted and approved, a meeting will be scheduled with the subcommittee to review the rental subsidy program. E. DESERT ROSE UPDATE Janet Moore reported one property in the process of being acquired by the Agency and received information about a possible notice to sell from another homeowner. Janet Moore asked the Commission for direction on the approval of the Housing Authority Budget. She stated that the scheduled date for budget review was moved up, and was not sufficient time to prepare the report for review at this meeting, as changes are still being made. However, in order to include it with the City's Comprehensive Financial Plan, it will have to be acted on at the next meeting. Therefore, the question was asked on whether the commission would like to adjourn the meeting to a special meeting or mail it prior to the next Housing Commission meeting. It was the consensus of the Commission to mail it as soon as the report is finalized, separate from the Agenda, for discussion at the their next scheduled meeting. Janet Moore encouraged the Commission to call if there are any questions or concerns prior to meeting. IX.
