PALM DESERT YOUTH COMMITTEE
MEETING MINUTES
WEDNESDAY, MARCH 3, 2004
6:00 P.M.
ADMINISTRATIVE CONFERENCE ROOM
I. CALL TO ORDER
Meeting was called to order at 6:07 p.m.

II. CONSENT CALENDAR
A. Approval of February 4, 2004 meeting minutes.
Motion was made by Erika McQuillen to approve the February 4,
2004, meeting minutes. Bethany Walker seconded the motion,
which was carried by unanimous vote.

III. NEW BUSINESS
Pat Scully reported on her trip to Orlando, Florida where she attended and
participated in the National League of Cities Youth Conference. She
elaborated on the topics of discussion and brought back some ideas for
the Committee to talk about. She asked the Committee what they would
be interested in doing for their next project. The suggestion of a Youth
Summit or a Youth in Government day was offered. Kayleigh Hyde asked
the Committee members if they would be interested in participating in a
Youth in Government Day? Erika McQuillen asked if this would include
community involvement or just the Committee? She said if the community
were going to be included the Committee could hold meetings and
interview those who wish to participate. Ms. Hyde suggested that there
could be a sign-up sheet for those interested in participating. Tarah
Fenelon said the participation should not be exclusive. Nicholas Talboys
was opposed to people signing up. He thought that a group of people
shadowing one person would be too much. He suggested that the
Committee go beyond City government and contact Congresswoman
Mary Bono for the Youth in Government Day. Ms. Scully stated that the
Committee should concentrate their efforts in Palm Desert. Ms. McQuillen
asked how many people would the Committee shadow? Ms. Scully said
that would be decided by the Committee in accordance with the number of
people who will be participating. Bethany Walker said that this sounds like
Career Day. She preferred the shadowing be a short amount of time and
that two people per person would be the best. She also suggested that
the individual being shadowed be notified in advance. Ms. McQuillen
would like the community to be involved. Ms. Hyde agreed. Mr. Talboys
suggested that the Committee host a daylong event with guest speakers.
The speaker's topics would contain information important to youth. Ms.
Walker said they could set something up in the park. Have stations for
individual branches of city government. This would also include the
community. The Committee would advertise the event and City Officials
could be on -site to talk about their position at City Hall. They could talk
about their experiences on the job and why they chose their profession.
Ms. Walker's preference would be an individual who would discuss
themselves with regard to their professions. How their profession has
changed their life or the lives of others. She added that there could be
entertainment on the stage as well. Ms. McQuillen said maybe a guest
speaker who is well known. Ms. Scully said the Committee could probably
pay for a professional speaker. Mr. Talboys asked if the Committee
would need to meet twice a month while planning this event?
It was decided that the Committee would take some time to think about
what they would like to accomplish regarding the Youth in Government
Day.

The discussion moved to another topic "Youth Services Day."
Ms. Scully mentioned that there is a "Youth Services Day" in April and
would the Committee be interested in performing an activity to coincide
with this day. Ms. Walker suggested that the Committee could raise funds
for the homeless, maybe a car wash. Daniel Batalles suggested that the
Committee do something significant. The Committee could plan and
invent that would involve the whole community and make a lasting
impression. Ms. Hyde said a "Youth Awareness Day." Ms. Scully read a
list of activities that were included in the brochure from the convention, to
give the Committee some ideas. Ms. McQuillen said they could collect
donations for "Shelter From the Storm." They could plan an event with
music in the park and request donations from the community. Ms.
Fenelon added that they could have a benefit concert and people could
bring canned food for the shelter. Mr. Batalles suggested that the
Committee contact "Habitat for Humanity" and arrange for them to work
with Habitat on a project. The media could be notified and the Committee
could create their own publicity. This would be a big event. Ms. Hyde and
Ms. McQuillen were thrilled with the idea. Mr. Taiboys asked again if the
Committee should meet twice a month. Mr. Batalles said he thought the
Committee should have more direction before there is a need to meet
twice a month. The Committee discussed the idea of meeting twice a
month while they are planning the larger event. However, the consensus
was that they do not need to meet twice a month quite yet. Ms. Scully
said she would get a contact name and phone number for "Habitat for
Humanity" and have information for the Committee at their next meeting.

V. OLD BUSINESS

VI. INFORMATIONAL ITEMS
Ms. Scully discussed the attendance requirements for Committee and
Commission members at the City of Palm Desert. A member can only
have three unexcused absences. The fourth absence constitutes an
automatic resignation. She continued by saying that Lori Wimbish or
herself must receive a telephone call at 776-6352 or 776-6336, prior to the
meeting, from this point forward or the absence is unexcused.

Ms. Scully explained the need for the Permission Letter. When the
meeting has concluded, staff can take anyone home who needs a ride.
State law prohibits the City from giving anyone a ride without parental
permission. If we want to go somewhere in a City van and we do not have
permission from your parents on file, we cannot take you.
VII. REPORTS AND REMARKS
Ms. Walker asked if the Committee was still going to purchase shirts. Ms.
Scully thanked her for the reminder. Staff will call The Foundation for the
Retarded to get information on the cost of golf shirts.
VIII. ADJOURNMENT
There being no further business to discuss; the meeting was adjourned at
7:20 P.M. Next meeting will by April 7, 2004 at 6:00 P.M.
