REQUEST: AUTHORIZE REJECTION OF THE BIDS FOR MOUNTAIN VIEW
COURSE COMFORT STATION UPGRADES

Recommendation:
By Minute Motion, that the City Council reject all bids for (Contract No.
C21540) the improvements to the Mountain View Course Comfort
Stations.
Executive Summary:
Approval of staff recommendation will allow rejection of the bids received for upgrades
to the Mountain View Course Comfort Stations .
Discussion:
On July 10, 2003 the City Council authorized staff to solicit competitive bids for the
renovation of the comfort stations on the Mountain View Course. Staff has been
working to provide improvements to the bathroom facilities on the Mountain View
Course identical to the renovation of those on the Fire Cliff Course. There were two
contractors present at the pre -bid meeting, both submitted bids on the project. The bid
received from Palm Bay, Inc., the lowest bidder, was in the amount of $181,907.00,
which is approximately $60,000 higher than the cost of renovation for the comfort
stations located on the Fire Cliff Course. The bid received from Doug Wall Construction
was in the amount of $197,000. Staff is requesting a rejection of these bids for several
reasons:
1. The present construction environment is such that cost of labor and materials is
high.
2. Staff will review making cosmetic repairs to the comfort stations at a reasonable
cost.

Staff will work with Desert Willow to improve the appearance of the Mountain View
comfort stations by performing maintenance upgrades including, but not limited to,
painting, tile repair, lighting fixture replacement, and regular cleaning. Staff
recommends rejecting this bid and postponing construction pending the staff renovation.
