Recommendation:
By Minute Motion, ratify out-of-state travel for Sr. Management Analyst/Community
Services to participate in a legislative delegation traveling to Culiacan, Mexico, April 22 —
25, 2004, as approved by the City Manager.
Executive Summary:
Ratification of this request would enable the Sr. Management Analyst/Community Services
to obtain reimbursement for expenses incurred while participating in this legislative
delegation.
Background:
The Sr. Management Analyst/Community Services received an invitation to participate in
Legislative Summit as a governmental representative from Riverside County in Culiacan,
Mexico, April 22 — 25, 2004.
This four -day summit provided an opportunity for invited representatives to meet with
federal, state, and local officials in a cultural and business exchange. In addition to
meeting with staff from various departments of the City of Culiacan, Palm Desert staff had
an opportunity to tour its community center and receive an in-depth analysis of youth
programs which have proven successful.
This summit also provided an opportunity for staff to meet with Senator Denise Ducheny to
discuss legislative issues and pending votes, which are of interest to the manner in which
Palm- Desert conducts its day-to-day business. The invitation to participate was one of
three extended to government officials throughout the State.

Therefore, staff recommends ratification of the City Manager's approval of this out-of-state
travel for the Sr. Management Analyst/Community Services in an amount of $668.54.
Funds are available in account no. 110-4112-410-3120 and no appropriation is needed or
requested.

pick you up at the Tijuana airport bus zone at 8:55 a.m. on Sunday.

Dear Mr. Scully:
By invitation of the city: of Culiacan in the state of Sinaloa, Mexico, my office is
organizing a trade mission to that city. During our visit, we will be meeting with
important government officials as well as representatives from local businesses. l Would
like to invite you to accompany us on this visit to learn more about investment
opportunities in Sinaloa and to share information about your products and services in this
new market. The meetings will be held between the 23' and the 24th of April.
Culiacan is the capital city of the State of Sinaloa. The city was founded in 1531 and is
one of the oldest cities in Mexico. The state of Sinaloa is located in northwest Mexico, a
14-hour drive from the border of Arizona. Sinaloa is part of the commercial route
CANMEX, one of the most important routes for north -south trade in North America. The
route runs from Alberta, Canada through the L.S. to Mexico City.
Sinaloa is targeting seven strategic sectors: manufacturing, tourism, textile and apparel,
food processing, information technologies, film, and commercial services. The foreign
investment in Sinaloa is divided as follows: services 31.4%, mining 24.1%,
manufacturing 17.5%, commerce 16.1%, agriculture 8.8%, communications 1.4% and
construction 0.7%. From 1994 to 2001, foreign companies invested 305.4 million USD in
Sinaloa, 0.4% of total foreigninvestment in Mexico and 9% of northwest,Mexico.
Hosted by the Mayor of the City oi' Culiacan, we will have a series of meetings with key
organizations and business representatives fostering trade and investment in the region.
This event could be a valuable opportunity for your organization and I hope you will
seriously consider our invitation to participate in this exciting trade mission. Please

further information or to advise us of your interest in participating. We will need to let
the Mayor's office know as soon as possible of the size of our delegation and the nature
of the businesses which will be represented for purposes of planning our agenda
