Recommendation:
That neither angled parking nor parking time limits be established
at Lennon Place and Eclectic Street.
Discussion:
Staff has again evaluated parking conditions in the Lennon Place and Eclectic
Street area, as directed by the City Council at the April 8, 2004, meeting at the
request of Mr. C. J. Masseudi, owner of CJ's Diner.
The parking shortage on Lennon Place and Eclectic Street are at least partially
due to the proximity of two large employers; Time Warner and Waste
Management. Both operations have employee vehicles and company vehicles,
resulting in more parking generation than anticipated. This results in more on -
street parking being taken by all -day parkers. Installation of time -limited parking
will not improve this situation, and will most likely make the parking condition
worse.
We have performed an analysis of angled parking, and concluded that the street
width was not wide enough to safely accommodate this type of parking. In
addition, very few additional spaces would be created.

Staff has also considered establishing time -limited parking at this location.
However, the City does not have a parking enforcement program. Without an
effective parking enforcement program, time limits will be completely ineffective.
Establishing time -limited parking is also very likely to spread the current parking
problem to an even larger area, as it does nothing to resolve the high demand for
all parking.
Time -limited parking currently exists in a few areas of the City, including in front
of 73-280 Highway 111, on Tamarisk Drive, and in the Presidents Plaza parking
lot adjacent to Portola Avenue. Enforcement is currently done through citizen
complaints. Code Enforcement Officers will monitor and issue warnings,
however, only the Police can issue a citation to fine.
If we were to consider establishing a parking enforcement program, there are two
possible solutions. One, would be to add an additional police officer to avoid
impacting other enforcement programs, or two, create a parking enforcement
program utilizing Code Enforcement Officers trained and `'dedicated to the
program.
