I. CALL TO ORDER
Chair Larry Saindon convened the meeting at 3:30 p.m.

IV. CONSENT CALENDAR
A. MINUTES of the Regular Housing Commission meeting of March 10, 2004.
With a motion made by Leo Sullivan and seconded by Carrie McLeod, the
minutes were unanimously approved as presented.

T. La Rocca reviewed the memo provided to the Commission of actions from
the City Council meeting of March 11, 2004.
C. RPM MONTHLY STATUS REPORT (MARCH)
The Monthly Status Report for January was reviewed by the Commission.
Questioned on the percentage of vacancies being significantly high at
California Villas and Laguna Palms, Teresa Vakili stated it was due to the
on -going renovations of units at both properties. A request was made for two
additional journeymen in the upcoming budget in order to turn over units
quicker. Discussion followed with a suggestion to possibly hire an
independent outside firm in order to accelerate the renovations of those
units. Expected date of completion is December of 2004.
D. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT
STATEMENT (MARCH)
Report #1 for January was reviewed by the Commission.
Jane Turner questioned the average monthly rate of $248 at Las Serenas
for a one bedroom one bath unit. Teresa Vakili responded the report reflects
the rent portion collected from the tenant and does not reflect other
assistance such as section 8.

E. REPORT #2 - MONTHLY NET OPERATING INCOME STATEMENT
(FEBRUARY)
Report #2 for December was reviewed by the Commission.
F. HOUSING AUTHORITY PROPERTIES NEWSLETTER (APRIL)
Newsletters were reviewed by the Commission.
Teresa Vakili reviewed the activities planned for Easter.
G. DESERT SUN NEWS ARTICLE - INCREASED ZONING FOR
AFFORDABLE HOUSING PREDICTED"
Copies of a Desert Sun new article was distributed to the Commission as
informational.
Janet Moore gave a brief overview on inclusionary housing and zoning,
stating this is a requirement of the State for developments within
Redevelopment Project Areas. She stated that an Inclusionary ordinance,
adopted by various cities, requires developers of new market value housing
to include a certain percentage of units affordable to very -low, low and
moderate income households. The inclusionary units typically have rents or
sales prices restricted by covenants for a specified term of affordability.
Developers can opt -out from offering the reduced rate units by paying on in -
lieu fees.
H. NATIONAL MULTIFAMILY REPORT
A copy of the National Mulit-family Report from Hendricks & Partners was
provided to the Commission for review.
I. SURVEY RESULTS FOR 2003
Commission was provided with the results of the survey mailed to all housing
authority tenants.

Leo Sullivan asked for clarification of percentages significantly high in the
fair and poor categories with regards to timely response to maintenance
requests and quality of maintenance work performance. Teresa Vakili stated
both issues have been addressed and are being corrected.
VI. NEW BUSINESS
A. RATIFICATION OF A $1.00 PER DOOR MANAGEMENT FEE TO RPM
COMPANY
Rec: By Minute Motion:
That the Housing Commission approve and forward recommendation to the
Palm Desert Housing Authority to ratify a $1.00 per door management fee
increase to the agreement for management services with RPM Company
Action: Motion was made by Leo Sullivan and seconded by Manny Reyes
to approve and forward the recommendation to the Palm Desert
Housing Authority to ratify a $1.00 per door management fee
increase for management services with RPM Company
Janet Moore stated RPM's 2 year contract expires December 31st of this
year. The ratification of a $1.00 per door will be effective July 1st for the
duration of the contract.
B. CALIFORNIA VILLAS TEMPORARY LICENSE AGREEMENT
Rec: By Minute Motion
That the Housing Commission approve and forward recommendation to the
Palm Desert Housing Authority to negotiate Temporary License Agreements
with residents whose properties share property line with California Villas
Action: Motion was made by Leo Sullivan and seconded by Manny Reyes to
approve and forward the recommendation to the Palm Desert Housing

James Conway reviewed the staff report which included pictures of the
locality of the wall. He indicated that the block wall is complete, and due to

the elevation differences, of two feet, license agreements will be negotiated
with the adjacent property owners so that they may take advantage of the
space between the new wall and their property.

C. PALM VILLAGE APARTMENTS
Rec: By Minute Motion:
That the Housing Commission approve and forward recommendation
to the Palm Desert Housing Authority award of contract No. R-
to V2C Group Inc., for construction management services for the
Palm Village Apartments
Action: Motion was made by Carrie McLeod and seconded by Manny Reyes to
approve and forward the recommendation to the Palm Desert Housing
Authority award of contract to V2C Group, Inc., for construction
management services for the Palm Village Apartments
Bryce White distributed and reviewed the staff report. He stated that four
proposals were submitted from Wildan Group, Harrison Associates, The
Keith Companies, and V2C Group, and had chosen V2G Group to move
forward in the process. It was noted that V2C Group was involved in the
rehabilitation and landscape renovation at One Quail Place and had done an
exceptional job.
D. PALM DESERT HOUSING AUTHORITY PROPOSED 2004-2005 BUDGET
Rec: By Minute Motion:
That the Housing Commission approve and authorize the Finance Director
to include the 2004-2005 Palm Desert Housing Authority Operating, Capital,
and Replacement Budgets in the City of Palm Desert's Comprehensive
Financial Plan for 2004-2005 to be presented to the Housing Authority Board
for approval
Leo Sullivan referenced the staff report and asked for clarification of page
2, with regard to the replacement of an 1100 foot chainlink fence with a block
wall at Las Serenas as requested under the Capital Improvements Budget.
He felt this implied that the Commission had approved this item and, from his
understanding, it was decided a wall was not necessary.

Although this item has not been presented to the Commission for
consideration, staff obtained cost estimations for the construction of a block
wall, in addition to contacting the adjacent property manager for a possible
funding joint venture based on concerns received from tenants of noise level
and disturbance of headlights from the adjacent property. For this reason,
monies were appropriated for this expense in the upcoming budget
contingent upon approval from the Housing Commission and the Palm
Desert Housing Authority.
The Commission agreed to exclude the request for appropriation associated
with the construction of a block wall at Las Serenas from the budget since
the installation of the wall itself has not been approved by the Commission.
The following action was taken:
Action: Motion was made by Leo Sullivan and seconded by Jane Turner to
delete that particular line item depicted on the staff report from the
budget for the block wall at Las Serenas.
Discussion proceeded with a request made by Larry Saindon to include a
comparison of last year's actual with the proposing budget. Janet Moore
indicated that an exact total cannot be provided since the budget is proposed
before the fiscal year is over.
In regards to the credit report fees, Teresa Vakili stated that a credit report
fee is charged to every applicant in order to verify credit unless they are
below 45% of the County median income level. The charges shown on the
report are charges incurred by the Agency from those tenants above the
45% income level.
A concern was raised regarding the bank charges, Janet Moore stated that
those charges are applied by the Finance Department and are fees charged
by the bank to set up accounts to invest monies from the housing accounts.
Staff will forward these concerns to the Finance Director.
Action: Motion was made by Carrie McLeod and seconded by Roger Dash to
authorize the Finance Director to include the 2004-2005 Palm Desert
Housing Authority Operating, Capital, and Replacement Budgets in the
City of Palm Desert's Comprehensive Finance Plan for2004-2005 to be
presented to the Housing Authority Board for approval

VII. CONTINUED BUSINESS
VIM. REPORTS
A. HOME IMPROVEMENT PROGRAM UPDATE
An update on the Home Improvement Program was provided to the
Commission for review.
Bryce White reported 14 homes in progress. He stated he was having
difficulties getting proposals for HIP applicants as most contractors are currently
very busy and therefore non -responsive.
B. PALM VILLAGE APARTMENTS
Bryce White reported that the City Council has approved solicitation of bids for the
Palm Village Apartments consisting of demolition of existing wall, construction of
retaining block and perimeter block walls, grading, and construction of the buildings
exclusive of carports and offsite improvements.
C. HOUSING AUTHORITY PROPERTIES UPDATE
James Conway gave an oral report on the Housing Authority Properties, stating he
is preparing bid documentation for the annual contracts and Request for
Qualifications for a construction management services for California Villas, as well
as, inspections of units.
Discussion followed regarding Marco Polo's award of contract. James also updated
the status on obtaining the necessary paperwork and bonding requirements prior
to commencing the hallway project at Desert Pointe.
D. HOVLEY GARDENS/PHASE II UPDATE; 42ND STREET SIDEWALKS; FIRST
TIME HOMEBUYERS/RENTAL SUBSIDY PROGRAMS UPDATE; CATALINA
GARDENS COMMUNITY ROOM
Ezell James gave an oral update on the following projects:
18 Acre -Site:
A civil engineer proposal for the 18 Acre Site will be presented to the
Commission in May.

First Time Homebuyers/Rental Subsidy Programs
First Time Homebuyers Program has been finalized and will be brought to the
Commission for final approval.
Catalina Gardens Community Room
Funding for the Catalina Gardens community room has been identified and will
proceed with proper documentation.
San Marino Circle
In regards to the rehabilitation of the property located at San Marino Circle, a
meeting was held with Justin McCarthy, Terre La Rocca and Ezell James to
determine the possibility of using component no. 7 of the Home Improvement
Program as a funding source.
42nd Street Sidwalks
Seven proposals were received in response to the formal solicitation of bids for the
42"d Avenue sidewalks improvements. The lowest bidder was selected, which was
considerable lowerthan the engineer's estimates. A staff report to award a contract
will be prepared and brought to the Commission for review.
E. DESERT ROSE UPDATE
Terre La Rocca reported four properties were acquired by the Agency. Staff was
directed by the Council to hold properties that become available for sale until
further notice due to the potential extension of El Dorado.
IX. ADJOURNMENT
With members of the Housing Commission concurrence, Chair Larry Saindon
adjourned the meeti g at 5:34 p.m. to Wednesday, May 12, 2004, at 3:30 p.m.
