REQUEST: Authorize Rejection of Bids for the Addition and Remodel of the Mesa
View Fire Station No. 67

Recommendation
By Minute Motion:
1) That the City Council rejects all bids for the addition and remodel of the Mesa View Fire
Station No. 67;
2) Direct staff to work with Urrutia Architects and California Department of Forestry (CDF)
staff, in redefining this project's scope; and
3) Upon redefining the project's scope, authorize the City Clerk to re -advertise for public bid.
Executive Summary
Approval of staff's recommendation will allow rejection of the bids received for the Mesa View Fire
Station renovation project. Staff will work with Urrutia Architects and CDF personnel in redefining
the project's scope and will re -advertise for public bid.
Discussion
On September 25, 2003, the City Council authorized staff to solicit competitive bids for the
renovation of the Mesa View Fire Station (Station No. 67). Although there were numerous
purchases of the bid sets, staff received only two bids for this project. The bid received from
Doug Wall Construction, the lowest bidder, was in the amount of $1,334,806, which is
approximately $330,330 (33%) higher than the available unencumbered fund balance for this
project. The bid received from Commercial Diversified was for $1,408,000.
Staff is requesting rejection of these bids because the present construction environment is such
that the cost of labor and materials is higher than originally anticipated. Staff recommends
redefining the projects scope to facilitate these increased costs and remain within the approved
budget. Upon revising the project's scope, staff will advertise for public bids and return this item
to the Council for further consideration.
